KIU Professor Ildar Begishev and Associate Professor Albina Shutova Introduce the Ethical and Legal Framework for Managing Digital Technologies in Healthcare.
The academic research conducted by scholars at KIU named after V.G. Timiryasov, titled “Developing the Ethical and Legal Framework for Regulating the Creation and Use of Artificial Intelligence, Robotics, and Bioprinting Technologies in Healthcare,” has been put forward for the 2026 State Prize of the Republic of Tatarstan in Science and Technology. A public discussion regarding this research was held during an extended session of the Academic Council of the Kazan Branch of the All-Russian State University of Justice (RLA of the Ministry of Justice of Russia). The authors of the study are Ildar Begishev, project leader, Corresponding Member of the Russian Academy of Military Sciences, Honored Lawyer of the Republic of Tatarstan, Doctor of Juridical Sciences, and Professor in the Department of Criminal Law and Procedure at Kazan Innovative University named after V.G. Timiryasov, along with Albina Shutova, Associate Professor in the same department and Candidate of Juridical Sciences. This research represents Russia's inaugural comprehensive initiative aimed at forming a cohesive ethical and legal regulatory framework for artificial intelligence, robotics, and bioprinting technologies in the medical field. The significance of this work arises from the swift integration of these technologies into healthcare, which surpasses the legislative development and poses risks to patient rights and medical safety.
Within the scope of the project, the authors have established: terminological standards for emerging medical technologies; a system of ethical codes that encompass three interrelated aspects of medical innovation; and a criminological assessment of the risks linked to the implementation of artificial intelligence, robotics, and bioprinting in healthcare. The findings from this research are being applied in practice by the Ministry of Health of the Russian Federation, the Ministry of Health of the Republic of Tatarstan, and prominent medical facilities in the republic. The work aids in diminishing legal ambiguity and enhancing the safeguarding of citizens’ rights amidst the digital transformation of medicine. During the session of the Academic Council, the work garnered support from the academic community. Following a secret ballot, a protocol of the proceedings was prepared and will be sent to the Commission under the Head of the Republic of Tatarstan for State Prizes in Science and Technology.
