      Today, on the forecourt in front of the main building of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Tatarstan, a ceremonial handover of vehicles and equipment for the republic's medical institutions took place. Representatives of medical organizations were handed the keys to 100 Sollers Atlant ambulances, which are manufactured in the republic, 40 Lada Aura passenger cars, as well as 5,000 units of ICL computer equipment. The Rais of Tatarstan, Rustam Minnikhanov, took part in the ceremony. He noted that transferring equipment to strengthen the material and technical base of medical institutions has become a good tradition ahead of the Republic Day. The Rais of the Republic of Tatarstan emphasized that quality healthcare is the quality of life of our citizens. "The healthcare system is a very sensitive sector for the population. The main thing here is specialists, doctors, but you must have the tools so that you can work quickly, effectively, and with quality," he said at the ceremony. According to him, the new vehicles will play an important role in ensuring prompt and accessible medical care. "This is another measure aimed at protecting lives and strengthening the health of our people," he said.

      The CEO of AvtoVAZ, Maksim Sokolov, arrived at the ceremony. He said that the 40 passenger cars are only the first batch; in total, 80 cars will be delivered to healthcare institutions. "I am confident that our cars will prove themselves in the best light, helping to solve urgent tasks and save people. I want to sincerely thank personally the Rais of Tatarstan Rustam Minnikhanov and the Government of the republic for choosing Lada cars, for supporting the development of the Russian automotive industry and for striving for technological sovereignty.       More than a thousand vehicles purchased for Tatarstan’s medical institutions over five years

      A representative of another automaker — the Chairman of the Board of Directors of Sollers, Adil Shirinov — stressed that a doctor is the noblest profession on earth. "Doctors stand guard over the health not only of the residents of the Republic of Tatarstan but of the entire country. We hope that the ambulances and all these tools will raise the health level of the residents of our republic and serve the good of healthcare as a whole," he said. Shirinov noted that throughout the company's history around 1,000 vehicles have been handed over to the Ministry of Health of Tatarstan. "We are proud to work in the republic and to be part of the Republic of Tatarstan. On behalf of the employees and the entire team, I convey to you words of gratitude for the trust placed in us," he said.

      Over the past five years, more than a thousand vehicles have been purchased for state medical institutions in Tatarstan — both ambulances and passenger cars. In addition, healthcare has been equipped with 27 mobile units, five of which operate as mobile polyclinics, allowing examinations of residents in remote areas and organizing consultations with specialists; the other 22 are intended for fluorography and mammography.

      In addition to the vehicle fleet, computer equipment is being updated. By order of the Rais of Tatarstan Rustam Minnikhanov, issued in October 2023, the republic's medical institutions will receive new personal computers from 2023 to 2026. In total, 20,000 devices will be supplied under the program — 5,000 each year. To date, doctors have already received 15,000 computers based on a domestic Linux OS with a protection system adapted for operation within the medical information system. The equipment upgrade has sped up document processing, reduced routine work time, and allowed more attention to be paid to patients. In addition, this is directly related to the objectives of the national project "Long and Active Life."

      Anniversary of "Salavat Kupere"

      Also today Minnikhanov visited "Salavat Kupere" — the residential district turned 10 years old, and a grand family celebration was organized for residents in the park of the same name. They also marked the 30th anniversary of the State Housing Fund, thanks to which 78 houses were built in the district. "Today, on the eve of the celebration of Tatarstan Day and Kazan City Day, we are marking another major event — 30 years ago the State Housing Fund under the Rais of Tatarstan was created," Minnikhanov said. He recalled that the decision to create it was taken by the First President of Tatarstan, State Advisor of the Republic of Tatarstan Mintimer Shaimiev, during one of the most difficult periods in our country's modern history. "As time has shown, it was a very timely and necessary decision," Minnikhanov said. According to him, this made it possible to maintain construction rates and develop innovative mechanisms for providing citizens with housing. Subsequently, they became an example for other regions and still have no analogues. "The State Housing Fund has gone through an impressive development path, becoming a unique institution for solving citizens' housing issues," the Rais of Tatarstan said.

      Putin highly appreciated the program for eliminating dilapidated housing

      Minnikhanov recalled that the first republican program entrusted to the State Housing Fund was the Program for the Elimination of Dilapidated Housing, unprecedented in scale. In a short time, 2.7 million square meters of housing were commissioned and about 50,000 families moved from emergency, uninhabitable houses into modern, comfortable apartments with all amenities. This significantly improved their quality of life. Minnikhanov emphasized that the work done was highly appreciated by the President of Russia, Vladimir Putin. In addition, since 2005 a unique social mortgage program has been implemented in Tatarstan. During this time, more than 8 million square meters have been commissioned and over 135,000 families of workers in education, medicine and culture have celebrated their housewarmings. The State Housing Fund also makes a significant contribution to industrial development. The fund implements a unique rental housing program that allows enterprises to promptly solve the task of providing employees with comfortable apartments.

      "We do not just build individual houses, we create whole neighborhoods"

      "It is important that we do not simply build individual houses, but create entire neighborhoods filled with all the necessary infrastructure for comfortable living. A vivid example: one of the State Housing Fund's largest projects is your Salavat Kupere neighborhood, laid out a decade ago and today turned into a well-equipped modern corner of the republic," Minnikhanov said. The Rais of the Republic of Tatarstan emphasized that during this time 78 residential buildings with more than 17,000 apartments, nine kindergartens, four modern schools and the largest multidisciplinary polyclinic in the republic capable of receiving 750 visitors per shift have been put into operation here. Minnikhanov also noted the new landscaped park, which a few years ago was just a vacant lot. "We heard the wishes of the neighborhood residents and built a modern space on this site that has become very popular. This is a clear example of an integrated approach to creating a comfortable urban environment," the Rais of the republic stressed.

      A housing program for families of participants in the special military operation starts in Tatarstan

      Minnikhanov reminded that the current year has been declared the Year of the Defender of the Fatherland in our country and the republic. "Within its framework, I am pleased to announce the launch of a new important program for providing housing to participants in the special military operation and their family members. Thanks to this, defenders of the Fatherland, as well as their family members, receive the right of first choice of housing under the social mortgage program. This decision is our contribution to supporting those who honorably fulfill their duty to the Motherland," Minnikhanov said. The program developed by the State Housing Fund at the instruction of the Rais of the Republic of Tatarstan will allow families of special military operation participants to receive apartments under social mortgage on a priority basis. Families eligible to use this right include those of participants in the special military operation who were called up for military service from Tatarstan: under partial mobilization; who signed contracts to participate in the special military operation at military commissariats of the Republic of Tatarstan; who signed contracts in military units stationed in the republic. Families must: need improved housing conditions (less than 18 square meters per family member); have an income not lower than the subsistence minimum per family member; be registered (propiska) in Tatarstan. There are no restrictions on workplace or age. To participate in the program, families need to apply to the executive committee at their place of registration.

      Move-in-ready apartments

      This program can also be used by those who are already registered under other social mortgage programs. This is exactly what the Latypov family from Kazan did; they were the first to receive housing under this program. They registered in 2024 as a young family and expected to receive an apartment only in 2027. Thanks to the new program they were able to improve their housing conditions two years earlier. The head of the family, Adel Latypov, is currently participating in the special military operation. He was called up for military service in 2022 as part of the partial mobilization. He has been awarded the Zhukov Medal, the Medal of the Order "For Merit to the Republic of Tatarstan", the medals "For Combat Distinction", "For Military Valor" II class, "For Contribution to Strengthening the Defense of the Russian Federation", "Participant of the Special Military Operation" and the Medal "In Commemoration of the 1000th Anniversary of Kazan". Adel’s wife, Alina Latypova, came to receive the keys to their future two-room apartment in the social mortgage building in Salavat Kupere with their daughter Amina and son Kamil. Previously they lived in a rented apartment. Recall that the social mortgage is issued by the State Housing Fund under the Rais of the Republic of Tatarstan for up to 28.5 years at 7% per annum, with a down payment starting from 10% of the apartment’s cost. Upon the birth (adoption) of a child after registration, a non-repayable subsidy of 200,000 rubles is provided for each child. Participants in the program receive apartments with renovations on a "move-in ready" basis — all necessary plumbing, meters and sensors are already installed. The cost per square meter of an apartment with a finish is much lower than the market price. For example, in Salavat Kupere prices for apartments in new buildings start from 111,200 rubles per square meter, whereas the average price on the city’s real estate market already exceeds 200,000 rubles per square meter.
