“Dostoevsky Map” for schoolchildren: a new initiative of the State Duma.

      The State Duma’s deputy speaker proposed introducing a special bank card for senior students to buy books.

      Boris Chernyshov, deputy speaker of the State Duma, sent an official appeal to the Russian Minister of Culture with the initiative to create a special “Dostoevsky Card” for schoolchildren aged 14 to 18. According to the proposal, 10,000 rubles would be credited annually to the personalized bank card, which could be spent exclusively on purchasing book products in specialized stores. The project envisages strict limits on the use of funds — the card would work only for the purchase of literature that meets educational and cultural criteria. The list of permissible publications would include works of Russian and foreign classics from the school curriculum, books by contemporary domestic authors approved by experts, as well as popular science and historical literature. Priority is given to Russian publishers.

      The initiative provides for a strict ban on purchasing literature containing propaganda of non-traditional relationships, extremist calls, scenes of violence and other information prohibited from being distributed among minors. Restrictions would also apply to tabloid literature and foreign editions, except for classic works translated by Russian publishers.

      To develop specific selection criteria for literature, the deputy proposed creating a working group with the participation of specialists from the Ministry of Culture, the Ministry of Education, the Russian Academy of Education and representatives of the country’s leading libraries. In the author’s view, the project’s implementation will help maintain interest in reading among young people, develop domestic book publishing and strengthen Russia’s cultural sovereignty.
