The Russian Ministry of Digital Development has confirmed plans to raise insurance contribution rates for IT companies from 7.6% to 15% and to cancel the VAT benefit for purchases of software from the domestic registry. The corresponding statement by Minister Maksut Shadaev was published on the ministry's Telegram channel.
"Yes, given the current budgetary constraints, I confirm the existence of agreed plans to increase for IT companies the rates of insurance contributions from 7.6% to 15% on wages per year up to the maximum base (2.76 million rubles) and to cancel the VAT benefit on purchases of software from the registry," the minister's statement said.
Shadaev acknowledged that the current economic situation is "indeed difficult," recalling the planned VAT increase and the cancellation of a number of benefits for small businesses.
Despite this, the minister emphasized the government's commitment to supporting the IT sector. According to him, insurance contribution rates for IT companies will remain half as high as those for enterprises in other sectors of the economy. Profit tax benefits, preferential mortgages in the regions, and military service deferrals will be preserved.

"Despite the cancellation of VAT benefits for the purchase of Russian software products, given the tightening of regulation for critical information infrastructure and the introduction of bans on the use of foreign products, I expect that we will be able to continue supporting growth in corporate demand for domestic solutions," Shadaev said.
He noted that the decision to reduce the scope of benefits came as a surprise to many and that companies will have to promptly adapt their development plans to the new conditions.
"I am confident that the resilience accumulated over these years will allow all of us to retain our ambitions and the necessary drive. The industry has firmly stood on its feet and is capable of weathering a reduction in benefits and continuing to move forward confidently," concluded the head of the Ministry of Digital Development.
