The Council of Rectors of Universities of the Republic of Tatarstan considered issues of anti-corruption education.

      A representative of the Office of the Republic of Tatarstan for Anti-Corruption Policy, Alexey Pankratov, took part in a meeting of the Council of Rectors of the universities of the Republic of Tatarstan, held on October 14, 2025 under the chairmanship of Kazan Federal University Rector Lenar Safin, delivering a report titled “On Anti-Corruption Education and the Conduct of Scientific Research in the Field of Countering Corruption.”

      The expansion of the system of legal awareness-raising is among the main directions for implementing the National Strategy for Combating Corruption. The Law of the Republic of Tatarstan “On Combating Corruption in the Republic of Tatarstan” also contains a provision aimed at ensuring anti-corruption education as training under additional educational programs for acquiring knowledge, skills, abilities and competence in detecting and preventing corruption offenses, and in forming an intolerant attitude toward manifestations of corruption in society. In this regard, enlightenment and educational work carried out in educational organizations becomes an important component of state anti-corruption policy. Anti-corruption education combines the fostering of legal consciousness and civic ethics with training in the mechanisms of protection against corruption. These components are present in all universities operating in the Republic of Tatarstan; however, the work carried out differs in intensity and approach. Overall, according to the results of a sociological survey of public opinion on corruption conducted by the Ministry of Economics of the Republic of Tatarstan based on the results of 2024, university teachers ranked first among professional groups exposed to corruption risks. Therefore, corruption prevention in the field of education should be given priority. As early as 2013, by decision of the Council of Rectors of the universities of the Republic of Tatarstan, an interuniversity Commission on Combating Corruption was established, and student anti-corruption commissions were also created. Decisions aimed at activating work on corruption prevention in the university environment were adopted by the Council of Rectors in 2015 and 2019; however, not all recommendations work equally effectively.

      In his presentation, the representative of the Office of the Republic of Tatarstan for Anti-Corruption Policy put forward a number of proposals for the Council to intensify work at universities: on planning activities for corruption prevention; on activating student anti-corruption commissions and scientific-practical research on corruption-related topics in accordance with the list of topics for course and qualifying papers prepared by the Office of the Republic of Tatarstan for Anti-Corruption Policy; on involving faculty in conducting independent anti-corruption expertise of legal acts; and on universities’ participation in the scientific paper competition held by the Ministry of Education and Science of the Republic of Tatarstan under the state program “Implementation of the Anti-Corruption Policy of the Republic of Tatarstan.”
