      There are 1,397 street cleaners on the payroll of the city's management companies, who service 4.2 thousand buildings, but according to standards the city's management companies need about 2,200 employees.

      A communal crisis may be brewing in Kazan: the city is preparing for the coming winter with a catastrophic shortage of street cleaners. According to official data, 2,200 specialists are required to keep the streets clean, but in reality only almost 1,400 people are working. A deficit of 800 employees threatens the city's cleaning once the cold sets in. “According to the standard, these 15 million sq. m, taking into account the available equipment, should be cleaned by almost 2.2 thousand people. The deficit is 800 workers. With the start of snowfalls their number decreases by 20–25% due to the increased workload,” said Deputy Head of the Executive Committee Iskander Giniyatullin at the “Business Monday.”

      The problem is compounded by the fact that past winters have shown that the available equipment is sufficient only with a normal amount of precipitation. With heavier snowfalls, contracting organizations can no longer cope. Given this course of events, management companies need to sign contracts as quickly as possible to ensure the availability of additional units of specialized equipment.

      However, one of the reasons for the shortage of street cleaners is also financial. As early as this summer Kazan authorities said that among the root causes of the shortage of street cleaners is the presence of residents’ debts for housing and utilities. There is a serious imbalance in the payment system, where consumer debts significantly exceed the debts of management companies. It was previously reported that State Duma deputy from Tatarstan Ilya Volfson proposed revising the debt collection system: to attach utility debts to a specific apartment.
