      The State Duma has passed a law to ensure the healthcare system is staffed with qualified personnel and to overcome the staffing shortage. Deputy of the State Duma of the Russian Federation, coordinator of the federal project of the United Russia party “Entrepreneurship,” Alfiya Kogogina, commented: “This issue is relevant and difficult for all regions. The overall shortage of specialists in the healthcare system is more than 23,000 doctors and more than 63,000 mid-level medical personnel. The most in demand are therapists, feldshers, and nurses. The bill was developed and submitted to the State Duma by the Government of the Russian Federation, but thanks to amendments prepared by deputies in close cooperation with the expert community, doctors, and medical students before the second reading, it has been qualitatively improved. Its main provisions — improving the quality of education through support for the mentorship institute and addressing the shortage of medical personnel through the refinement of targeted training — are intended to guarantee achievement of the main goal: ensuring citizens receive quality medical care.”

      The Ministry of Health of the Russian Federation will determine the list of medical specialties and training directions after completion of which graduates of universities and colleges who have received medical education and have passed the initial specialist accreditation for the first time will undergo mentorship. The mentorship rules will apply only to medical professionals; pharmacists have been excluded from this system.

      The specific duration of mentorship will also be determined by the Ministry of Health depending on the specialty or the location of the organization where the university or college graduate will carry out medical activities. At the same time, its duration cannot exceed three years.

      During the mentorship period, these graduates will carry out medical activities at their primary place of work in medical organizations participating in the mandatory health insurance (MHI) system, and university and college graduates who received medical education under targeted training agreements will work in the organizations where they are employed pursuant to such agreements. Upon completion of the mentorship, the persons who underwent it will be subject to periodic specialist accreditation.

      At the same time, the requirement for a 100% targeted intake into specialist programs was softened by the second reading. Thus, 70% of places in universities will remain targeted, and 30% will be state-funded. At the same time, the law introduces 100% targeted training in residency (ordinatura). An amendment on the introduction of a separate competition for applicants under targeted agreements who intend to study at colleges was also taken into account.
