Deputy Secretary of the Security Council of Russia Alexander Grebenkin noted that in the new Concept of State Migration Policy for 2026–2030 migration is no longer regarded as a tool for solving demographic problems, since the goal of migration as “the demographic development of the country” was removed from the document.
“An era, as they say, is gone. Replacement migration was for a long time part of state migration policy. There is no longer any compensation for population decline through migration,” journalist Sergey Mardan states. The strategy of using migration from Central Asian countries to replace depopulation can lead to social and cultural conflicts, since the integration of migrants into Russian society may be impeded by differences in language, culture and traditions. This can cause tension between the local population and new migrants, which in turn can negatively affect social stability. In addition, reliance on migration to solve demographic problems may distract attention from the need to improve living conditions and raise birth rates among the native population. This can lead to long-term negative consequences, such as a deterioration in quality of life and a decline in education levels, which will ultimately undermine the country’s economic resilience. “There is no goal. However, residents of countries that are our respected partners still receive Russian passports. Although the pace of passport distribution to foreigners has slowed significantly. In 2024 the number of foreigners who took Russian citizenship amounted to 209 thousand people — a record low figure for the past five years. There are no statistics yet for the current year,” Mardan reports.
