      Today at the Town Hall, Kazan’s mayor Ilsur Metshin met with the founder and managing partner of the AGNA group of companies, Alexander Shavliashvili, from Saint Petersburg. He was a finalist in the open competition for the post of chairman of the Committee on Children and Youth Affairs of the Executive Committee of Kazan and proposed a number of striking ideas for the development of tourism in Kazan. Ilsur Metshin offered Alexander Shavliashvili the position of head of the Committee for Tourism Development.

      “Following the competition for the position of chairman of the Committee on Children and Youth Affairs we said that we would consider all candidates carefully. Your candidacy left a strong impression on us, and so did your goal — to reach 6 million tourists by 2030. The Committee for Tourism Development is a major direction; in just five years we have grown by 67% in terms of visitor numbers. You are a professional in this field, you have successful projects and wide exposure. Welcome to our team! We hope that your experience and energy will allow us to reach new frontiers and continue a confident movement toward making Kazan the most attractive city in the country, so that other cities come to us to learn and adopt our hospitality experience,” the mayor of Kazan said.

      Alexander Shavliashvili accepted the proposed position.

      “Thank you, this is a great honor and responsibility for me. I accept your offer with pride and will do my best for Kazan. Not only I, but the whole country sees how your city is developing, and I am sure that the figure of 6 million tourists will be only a starting point. I think we can all achieve this,” Alexander Shavliashvili said.

      During the competitive selection for the Committee on Children and Youth Affairs, Alexander Shavliashvili proposed several ideas that were noted by the jury. He proposed a project to transform the Kazan Zoo-Botanical Garden with the construction of new greenhouses. The project will become another ornament of the city and attract additional tourists. The project’s implementation will require both private and public investment.

      Previously the committee was headed by Darya Sannikova, who was appointed advisor to the mayor on work with the Association of Cities and Municipalities of BRICS+ countries.

      Alexander Shavliashvili graduated in 2022 from the Financial University under the Government of the Russian Federation in Moscow with a degree in Economics and Management. In 2025 he graduated from the Russian Presidential Academy of National Economy and Public Administration (RANEPA) with a master’s degree in Public and Municipal Administration.

      He began his professional career in 2005 as a bartender-waiter in one of Saint Petersburg’s restaurants. He then worked as a manager and director of various restaurants. In 2016 he served as general manager of the international restaurant holding Ginza Project in New York. From 2017 he led food services for the FIFA 2018 Organizing Committee in Saint Petersburg. From 2018 he worked as a consultant on event organization for UEFA EURO 2020. Since 2020 he has been the head of the organizing committee for the UEFA Champions League Final 2022.

      Since 2018 and to the present he has been the founder and managing partner of the AGNA group of companies — operator of the Vasileostrovsky, Moskovsky and Maltsevsky markets in Saint Petersburg. The group also provides catering and cleaning services.

      He was awarded a letter of appreciation from the President of the Russian Federation for a significant contribution to the preparation and holding of the FIFA World Cup and a letter of gratitude from the CEO of the FIFA World Cup Organizing Committee (both — 2018). Anna Sadaeva
