      Dear citizens! An advisory has been received from the FSBI “Department of Hydrometeorology and Environmental Monitoring of the Republic of Tatarstan”:

      Consultation – warning of the intensity of a meteorological phenomenon

      from 18:00 on December 24 to 06:00 on December 25, 2025.

      In the evening of December 24 and during the night of December 25, air temperatures of −25..−30°C are expected across the Republic of Tatarstan (in Kazan up to −25°C).

      EMERCOM of Russia for the Republic of Tatarstan recommends:

      When temperatures drop:

      To avoid hypothermia and frostbite, do not go outside unless necessary; avoid prolonged outdoor exposure of children and pets; refrain from long-distance travel.

      The main risk factors for frostbite are: tight and wet clothing and footwear, circulatory problems, alcohol intoxication, as well as weakness and fatigue. To avoid hypothermia, dress in layers — air layers retain heat; wear warm insoles and wool socks — they absorb moisture and keep feet dry; do not go out into the cold without warm mittens, a hat and a scarf; keep moving actively.

      In severe frost it is better not to undertake long walks or trips. The risk of road accidents and sudden vehicle breakdowns increases sharply. Long-haul drivers should also remember their safety — dress appropriately for the season, don’t forget warm clothing and footwear, stock up on hot tea, and, if possible, carry extra fuel.

      When driving in poor visibility, avoid unnecessary lane changes, overtaking and passing.

      Avoid sudden braking: if you need to stop, reduce speed smoothly. Press the brake pedal several times to send a warning signal to drivers behind you.

      Avoid trips if possible; refrain from long outdoor excursions.

      First aid for frostbite:

      If it is hypothermia — warm up properly, sit in a warm room for a couple of hours, eat. If frostbite is present — seek medical attention immediately. What to do for superficial or deep frostbite if medical help is unavailable?

      - Change the victim’s clothes. Remove wet clothing and wrap them in warm sheets and blankets. Do not touch the affected body parts!

      - Warm in warm water. Water temperature 40–42°C. If there is no thermometer, immerse your hand up to the elbow in the water. If it does not feel hot — the temperature is suitable. Immerse the frostbitten area in the water and keep it there until the skin turns pink and sensitivity returns. The affected area should not touch the sides of the container. If the face or ears are frostbitten, apply warm compresses with a soft towel (wet and wrung out).

      - Dry and wrap. As soon as the skin turns pink, dry and wrap the affected area in clean cloth. If it is a foot or hand, wrap each finger separately or place cotton balls between the fingers/toes to dry the area and prevent infection through the damaged skin.

      - Replenish fluids. Any warm drinks, except alcohol. This will help restore normal body temperature and improve blood circulation.

      Remember and follow fire safety rules:

      · Do not abuse alcoholic beverages; never smoke in bed!

      · Do not leave children unattended; teach them basic fire safety rules;

      · Never use faulty electrical wiring, do not overload the electrical network, be cautious when using electric heaters;

      · Do not leave electrical household or gas appliances turned on and unattended.
