       Kazan has become the undisputed leader in the all‑Russian ranking of governance efficiency among urban districts, showing the best results on qualitative measures.

       The capital of Tatarstan displaced the previously leading Tyumen Oblast and posted the best results for 2025. These are the conclusions of a study conducted by the General Director of the Agency for Political and Economic Communications. According to the study cited by the publication Vedomosti, analysts note the formation in the country of a stable, unified mechanism of public governance. The overall average efficiency index rose from 0.578 to 0.588, with the most notable progress achieved specifically in the sphere of political governance. The authors of the study name the widespread transition of a number of regions to a single‑tier system of local self‑government as the key factor that influenced the improvement of indicators across the country. In their view, this reform has significantly accelerated the implementation of various initiatives and increased effectiveness in achieving strategic goals. At the same time, some experts point to the downside of the process — an increased dependence of heads of local administrations on decisions by regional authorities. In addition to the new leader, other changes occurred in the top part of the ranking. Grozny retained third place, while Khanty‑Mansiysk rose from seventh to fourth. Yuzhno‑Sakhalinsk and Surgut also entered the top ten, displacing previous leaders. It was reported the day before that Tatarstan became the leader in growth in demand for couriers in the Volga Federal District.
