An experiment in retail sale of medicinal drugs using mobile pharmacy units may start on June 1
The State Duma adopted in the first reading a bill providing for the conduct, in the period from June 1, 2026, of an experiment on the retail sale of medicinal drugs for medical use using mobile pharmacy units. Member of the State Duma of the Russian Federation, coordinator of the United Russia party’s federal project “Entrepreneurship,” Alfia Kogogina, commented on the bill.
“The issue of access to medicines in remote villages and hamlets has been raised more than once, and the proposed solution — the possibility of creating mobile points that are structural subdivisions of pharmacies — is aimed at solving this problem. A route and work schedule will be determined in those settlements where there are no stationary pharmacies, FAPs, hospitals and other alternatives. All information will be transmitted to the state labeling information system, which will ensure the quality and safety of medicines sold in mobile points alongside stationary pharmacies,” she said.
The document establishes the procedure for conducting retail trade in medicinal drugs for medical use by means of mobile pharmacy units.
Inclusion of a constituent entity of the Russian Federation in the experiment and its exclusion from it will be carried out by order of the Government of the Russian Federation on the basis of a petition from the highest official of the constituent entity.
The Government of the Russian Federation will approve the regulation on the procedure for conducting the experiment, and Roszdravnadzor will exercise control over compliance with the requirements related to its conduct.
