A working meeting was held at the Ministry of Land and Property Relations of the Republic of Tatarstan with the participation of representatives from the administration of Naberezhnye Chelny, the Ministry of Education and Science of the Republic of Tatarstan, as well as the Ministry of Labor, Employment, and Social Protection of the Republic of Tatarstan. The reason for the meeting was the situation with the debt for housing and communal services in apartments provided to orphans and individuals from their number. Residential premises for this category of citizens are purchased by the Ministry and transferred to orphans under lease agreements. According to the Housing Code of the Russian Federation, payment for communal services is the responsibility of the tenant. However, in practice, many do not make payments due to difficult life circumstances, lack of work, or unscrupulous behavior. Management companies often cannot effectively influence such debtors, as collection through the courts becomes impossible in the absence of income and property. In this regard, the Ministry has developed a "Roadmap for Debt Elimination." Its goal is a systematic solution to the problem: assistance in employment, concluding agreements on debt restructuring. The experience of other regions is also being studied regarding the eviction of malicious non-payers without providing another smaller accommodation. The first municipality to implement the "roadmap" will be Naberezhnye Chelny. At the meeting, it was decided to analyze each problematic apartment. Based on the results of the pilot project, a unified algorithm of actions will be developed for all districts of the republic. Minister Fanil Agliullin emphasized that the goal of the department is not punishment, but the preservation of housing for orphans and increasing their financial and communal literacy. However, if a person deliberately evades payment and does not make contact, all legally prescribed measures will be applied.
