In Tatarstan, due to the "staff shortage in the healthcare system," they plan to introduce double fines for medical professionals for failing to meet targeted training requirements.

It was previously reported that the average doctor staffing level in Tatarstan is 71.7% or 35 doctors for every 10,000 population. In Tatarstan, responsibility for medical and pharmaceutical target students may be tightened. The corresponding draft resolution of the republic's Cabinet is undergoing anti-corruption expertise. It provides for the introduction of a fine equal to double the cost of education for violating the terms of the target training contract. According to the document, the double fine will be applied in cases where the employer did not employ the graduate or the target student did not fulfill the established term, writes "Business Online." "This measure applies to programs of higher and secondary medical and pharmaceutical education. Penalties are also provided for unilateral termination of the contract or refusal of the employer to conclude it, except in certain cases," the publication clarifies. The document states that the compensation for education is equal to the actual expenses of the Tatarstan budget for training the specialist. It is noted that the new provisions will not apply to medical professionals admitted to target training before March 1, 2026. The Ministry of Education and Science of Tatarstan told "Business Online" that "this draft resolution of the RT Cabinet is aimed at bringing the regional regulatory framework in line with Article 71.2 of the Federal Law of December 29, 2012 No. 273-FZ 'On Education in the Russian Federation.'" "This measure has been adopted due to the shortage of personnel in the healthcare system and is aimed at retaining young specialists in medical organizations," the ministry's press service added. Recall that in November 2025, Russian President Vladimir Putin signed a law that came into force on March 1, 2026. According to the document, all budget places in residency become targeted, and graduates of medical universities and colleges are required to work in state and municipal medical institutions under the guidance of a mentor for up to three years. "Kommersant," citing the Ministry of Health of the Russian Federation, clarified that the mandatory three-year practice will not apply to all graduates. The maximum mentoring period is provided for the most complex and deficient specialties — surgery, oncology, and neonatology. According to the Ministry of Health of Tatarstan, in 2025, the department was allocated 405 positions for training in specialty programs and 400 positions for residency programs. It was previously reported that the average doctor staffing level in Tatarstan is 71.7% or 35 doctors for every 10,000 population. Subscribe to our channel on Telegram.
