The electronic maternity certificate is issued during the first visit to a women's consultation, maternity hospital, or children's clinic. Since the beginning of 2026, the Social Fund of Russia's branch in the Republic of Tatarstan has allocated 74.7 million rubles to medical institutions in the republic for the payment of services related to maternity certificates. Financial support has been provided to more than 6,000 women, ensuring quality medical care during pregnancy, childbirth, and preventive monitoring of children in their first year of life. The electronic maternity certificate is issued during the first visit to a women's consultation, maternity hospital, or children's clinic. To register, the expectant mother needs to provide her passport, compulsory health insurance policy, and SNILS. The medical organization creates the certificate within one working day after registration, and all information becomes available in the personal account on the "Gosuslugi" portal. In 2026, the total cost of the maternity certificate remains at 12,000 rubles. These funds are specifically allocated among medical organizations: 3,000 rubles are directed to outpatient monitoring of the woman during pregnancy, 1,000 rubles for legal, psychological, and medical-social assistance, 6,000 rubles for medical assistance during childbirth and the postpartum period, and another 2,000 rubles for preventive examinations of the child in the first year of life. "It is important to understand that if a woman is monitored under the compulsory health insurance (CHI) policy, the funds from the maternity certificate go directly to medical organizations, which guarantees their targeted use and allows doctors to focus on the main thing — quality monitoring of expectant mothers and newborns. If the expectant mother is monitored on a paid basis, the maternity certificate is not issued, and services provided on a paid basis are not subject to reimbursement. Only services provided by medical organizations under the compulsory health insurance are reimbursed," noted the manager of the SFR branch in the Republic of Tatarstan, Eduard Vafin.
