Farid Mukhametshin: "It is necessary to ensure the well-being and confidence in the future for veterans of the special military operation."
Today, an off-site meeting of the deputy group "Tatarstan - New Century" and the Republican public movement "Tatarstan - New Century" took place at the Kazan State Arsenal Powder Factory, where participants discussed the creation of special jobs in the republic's enterprises, as well as guarantees and compensations for veterans of the special military operation, including the disabled. The Honorary Chairman of the State Council of the Republic of Tatarstan, Chairman of the Supreme Council of the Republican movement "Tatarstan - New Century" Farid Mukhametshin participated in the meeting. In his welcoming speech, Farid Mukhametshin thanked the management of the Kazan Powder Factory for the opportunity to learn more about the enterprise's work, its history, and potential. "It is quite logical that we are discussing this topic here – within the walls of the oldest defense industry enterprise in modern Russia, where more than 5,000 people work," emphasized Farid Mukhametshin. "The issues of creating special jobs in the republic's enterprises have always been in the focus of the authorities' attention." According to Farid Mukhametshin, the number of small and medium-sized enterprises in Tatarstan reached 185,000 by the beginning of 2026. With the start of the special military operation, the issues of labor guarantees for participants of the special military operation and employment for veterans returning from combat zones have gained utmost importance. Farid Mukhametshin reminded that since 2022, 164 laws have been adopted at the federal level concerning the support of participants of the special military operation and their families. Among them are amendments to the basic law "On Employment of the Population in the Russian Federation," which define the state's obligation to assist participants of the special military operation and their family members in priority employment. A law was also adopted granting companies that employ citizens of this category the status of social enterprises, thereby allowing them to count on state support. At the republican level, in mid-April, the State Council of Tatarstan adopted a law on the quota of jobs for the employment of participants of the special military operation, aimed at creating additional employment guarantees for veterans of the special military operation. "The state is doing a lot to ensure that the heroes of our time have access to education and all opportunities to work in their chosen profession," noted Farid Mukhametshin. "But it is equally important that employers demonstrate social responsibility, that is, alongside increasing labor productivity and making profits, they also consider the interests of society and the state, contributing to ensuring their safety and development." Addressing the deputies, Farid Mukhametshin reminded them of the importance of clearly implementing the measures taken and the necessity of maintaining constant contact with people, listening to their opinions. "It is necessary to ensure the well-being and confidence of our defenders and veterans in the future," said Farid Mukhametshin. The Chair of the Executive Committee of the Supreme Council of the Republican public movement "Tatarstan - New Century," Alsu Tarkhanova, who moderated the meeting, noted the systematic and interdepartmental work on the employment of veterans of the special military operation. The head of the deputy group "TNV" in the State Council, Artur Abdulzyanov, emphasized the importance of discussing the issues of social adaptation for participants of the special military operation, noting the need for a comprehensive approach and systematic work on existing mechanisms of social support. "We need not only to carry out work but also to openly discuss it, improve, update, and adapt to changing conditions to ensure a decent future for our veterans after returning home," he said. The Deputy Minister of Labor, Employment, and Social Protection, Klara Tazetdinova, spoke about the assistance in the employment of participants of the special military operation, including the disabled. "Today we are interacting with more than 7,500 veterans who have returned from the special military operation. Of these, 8% are employed, while the rest are undergoing rehabilitation. For a person to adapt after military conditions, time is needed — from 6 months to a year. Today, 73 people are actively looking for work, and we are interacting with each of them individually," said Klara Tazetdinova. According to the Deputy Minister of Labor, Employment, and Social Protection, about 400 employers offer around 2,800 vacant jobs. Last year, 79 specialized job fairs were held, and this year — already 43. The systematic work being carried out together with the employers' corps from specific republican enterprises to measures taken at the republican level regarding the provision of guarantees and compensations for participants of the special military operation was discussed by State Council deputy and Chair of the Federation of Trade Unions of the Republic of Tatarstan, Elena Kuzmicheva. The General Director of the Kazan State Powder Factory, member of the deputy group "TNV," Alexander Livshits, spoke about the experience of employing veterans of the special military operation at the Kazan Powder Factory. According to him, as of today, 23 veterans of the special military operation work at the enterprise, and there is still an opportunity to employ 352 people from this category. Following the meeting, recommendations were adopted for all employers in the republic, including expanding the practice of implementing inclusive systems and ensuring the rights of workers who participated in the special military operation. Today, the participants of the meeting visited the workshops of the Kazan State Arsenal Powder Factory and laid flowers at the memorial of the glory alley of the workers of the Kazan Powder Factory — veterans of the Great Patriotic War of 1941-1945.
