The government of the republic has tightened the rules for providing housing subsidies to young families. The corresponding decree was signed by the Prime Minister of Tatarstan, Alexey Pesoshin. According to the new regulation, only those couples who have continuously lived in the region for at least five years at the time of application will be eligible for state support. This concerns participation in a federal project aimed at providing citizens with affordable housing and paying for utilities. The document amends the regional regulations for distributing subsidies, which were approved in October 2024. Previously, the decisive factors were only the official status of needing improved housing conditions and a confirmed income level to cover the remaining cost of the apartment. The length of registration in the republic did not play a key role before. The introduction of a "residency requirement" effectively closes access to benefits for recently relocated citizens. Thus, budget funds are redistributed in favor of those who have lived in Tatarstan for a long time. It is expected that this measure will reduce the burden on the regional treasury and shorten the queue for receiving payments. It should be noted that Tatarstan is not a pioneer in applying such a tool—similar restrictions ranging from 5 to 15 years are already in place in Moscow, St. Petersburg, and several other regions of the Russian Federation. The changes are intended to eliminate situations where families move to the republic solely to obtain housing certificates.
