The Military Commissariat of the Republic of Tatarstan provided detailed explanations about the operation of the electronic summons system, which now has full legal force alongside traditional paper forms. The main notification tool becomes the State Information System "Unified Register of Military Registration." A notification of the issued summons is automatically sent to the citizen's personal account on the "Gosuslugi" portal, and the summons itself is considered officially delivered from the moment it is placed in the electronic register or after seven days following the entry. It is important to understand that the travel ban comes into effect immediately — on the day the summons is generated in the system and signed with the electronic signature of the military commissioner. For those who decide to ignore the digital invitation, serious sanctions are provided, which are automatically activated after 20 calendar days in the case of non-appearance without a valid reason. Such measures include a ban on state registration as an individual entrepreneur or self-employed person, suspension of the ability to register vehicles and real estate, as well as restrictions on the right to drive a car. Additionally, evaders will not be able to obtain credit or loans from banks. Restrictions are lifted only after a visit to the military enlistment office or the provision of documented valid reasons for non-appearance. At the same time, paper summonses delivered by mail or personally at the place of work and study retain their significance and are considered delivered on the day of delivery. The agency emphasizes that electronic notifications can be sent not only to conscripts for military service but also to citizens in reserve, to clarify personal data such as marital status, place of residence, or health condition. If the summons was received after the appointed date of appearance, the citizen is obliged to notify the military enlistment office of the fact of late receipt within two weeks through "Gosuslugi" or during a personal visit. Special attention is paid to those planning a long trip outside Russia: when leaving for more than three months, the military liable must personally appear at the military commissariat to deregister or update information, as the participation of legal representatives in this procedure is not provided by law.
