"New challenges and threats": A concept for national policy until 2036 has been published in Tatarstan.
The head of Tatarstan, Rustam Minnikhanov, signed a decree amending the concept of state national policy of Tatarstan until 2036. It is based on the national policy strategy of the Russian Federation. The updated concept analyzes the current state of interethnic relations in the republic. It notes that it is "generally characterized by stability, a spirit of peaceful interaction and cooperation among representatives of various nationalities and faiths."
"At the same time, in the sphere of interethnic (inter-national) relations and interfaith relations, there are risks caused by the emergence of new challenges and threats related to the manifestation of Russophobia, neo-Nazism, historical falsification, the imposition of ideals and values alien to the Russian nation, and the efforts of unfriendly foreign states to destabilize interethnic (inter-national) relations and interfaith relations," one of the points states.
At the same time, the concept emphasizes that Tatarstan has achieved significant results in ensuring interethnic and interfaith peace and harmony. As noted, citing social surveys from 2025, 86.5% of the republic's residents positively assess the state of interethnic relations, while 84.2% assess interfaith relations positively. About 90% of respondents stated that they had not encountered discrimination based on nationality, language, or religion.
Among the goals of the state national policy are the preservation of the unity of the multinational population of the republic and the strengthening of all-Russian civic identity. Among the priority areas are the preservation and provision of the Russian language as the state language of the Russian Federation, as well as the preservation and development of the Tatar language as the state language of Tatarstan and the native language. The task of strengthening civic unity is emphasized separately, including through the formation of a "holistic national-state self-awareness."
It should be noted that in 2023, a state program "Implementation of State National Policy" was approved in Tatarstan. At that time, the goal of "strengthening all-Russian civic and Tatarstan identity" was removed from the document. The first stage of the program is being implemented from 2014 to 2023, and the second stage will be from 2024 to 2026.
