The Omutninsky plant from the Kirov region may start supplying parts for KAMAZ.
Located in the Kirov region, the Omutninsky Metallurgical Plant may begin supplying its products to the Kazan Aviation Plant named after S. P. Gorbunov – a subsidiary of JSC "Tupolev". This was reported by the governor of the region, Alexander Sokolov, at a weekly meeting. According to the head of the neighboring region to Tatarstan, during the International Economic Forum "Russia – Islamic World: KazanForum" held in the capital of Tatarstan, the delegation from the Kirov region visited the Kazan aircraft plant. "And we managed to connect [KAZ] inadvertently with one of our enterprises," he clarified. According to Sokolov, KAZ is still purchasing certain products abroad through "gray imports." At the same time, the Omutninsky plant is ready to supply "this" at any time, in any quantity. Founded in 1773, the Omutninsky Metallurgical Plant, located in the city of Omutninsk, specializes in the production of high-precision steel profiles. At the Kazan Aviation Plant named after S. P. Gorbunov – a subsidiary of the "Tupolev" concern, the medium-haul narrow-body passenger aircraft Tu-214 has been produced since 1996. In December 2025, the first flight was made by the new Tu-214 from domestic components. The updated aircraft received a certificate from Rosaviation approving the change in the type design. Later, the Prime Minister of Russia, Mikhail Mishustin, reported on the completion of certification. In May 2026, the President of the Russian Federation, Vladimir Putin, warned that the parameters declared during the import substitution of the aircraft's equipment must be adhered to. In the summer of 2025, the "Tupolev" concern announced its readiness to conclude new contracts for these aircraft only on the condition of delivery no earlier than 2027. Then, the Minister of Industry and Trade of the Russian Federation, Anton Alikhanov, explained that the enterprise is currently supplying aircraft to the special flight squad "Russia."
In December 2024, the head of Tatarstan, Rustam Minnikhanov, announced that the republic plans to produce at least 20 Tu-214 aircraft annually in the next two years. A year later, he assured that the planned figure would be achieved despite difficulties. The plans to increase Tu-214 production to 20 units by 2027-2028 were reported by the First Deputy Prime Minister of the Russian Federation, Denis Manturov. The head of Rostec, Sergey Chemezov, later shifted the timeline for expanding aircraft production to 20 units to 2028-2029. At the end of December 2025, Anton Alikhanov stated that the figure of 20 aircraft annually would be achieved in 2028. According to his assessment made in January, achieving such productivity would allow KAZ to have a 12-day fuselage assembly cycle. In March, the director of KAZ, Zufar Mirgalimov, informed that the wing-to-fuselage connection now takes 14 days instead of two months, and in the future, it will take 12 days. According to the information from the Deputy Prime Minister of Tatarstan – Minister of Industry and Trade of Tatarstan, Oleg Korobchenko, in 2026, the Gorbunov Kazan Aviation Plant should produce three Tu-214 aircraft.
