The Plenary of the Spiritual Administration of Muslims of the Republic of Tatarstan, consisting of the Presidium, qadis, and imams-mukhtasibs, has decided to establish a Sharia Committee on Islamic Finance under the Council of Ulema. The committee is being created analogously to certifying bodies in the halal industry market as an expert body for the certification of Islamic financial products and Sharia audits of financial institutions participating in the Islamic finance market in Russia.
The main functions of the Committee will include:
- Sharia expertise of financial products and client contracts, issuing fatwas (Sharia rulings) on their compliance with Islamic principles;
- Development of Islamic financial products;
- Independent Sharia audit of the activities of financial organizations, etc.
The Committee will orient its activities based on AAOIFI standards – a leading international organization in the field of Islamic finance.
The decision to establish the Committee is based on international practice: similar certification and control models for Islamic financial products operate in Malaysia, Bahrain, the UAE, and Saudi Arabia.
The establishment of the Committee will increase trust in Islamic financial products, allow for the development of unified standards, and strengthen Tatarstan's position as a leading center for Islamic economics in Russia.
