Support Measures," Maiorov assured that the Business Association of Clusters of Russia, created with the participation of the Industrial Cluster of Tatarstan, is ready to spread successful regional practices across the country. Among the achievements of Tatarstan related to the implementation of clusters, he mentioned achieving an industrial production index of 109.9% by 2025 and attracting nearly 150 billion rubles in federal subsidies and preferential financing last year. "The effect of the cluster development model in Tatarstan proves that such an approach can be an alternative to increasing taxes in the country. The close connection between the state, business, and science will allow for the creation of competitive innovative products with high added value," expressed confidence Sergey Maiorov. In this regard, he proposed to resume the work of the Interdepartmental Working Group on the Development of the Cluster Model of the Economy, organized by the order of the President of the Russian Federation, Vladimir Putin, on May 24, 2018, appointing the Ministry of Industry and Trade, as well as the Ministry of Economic Development, the Ministry of Energy, and the business ombudsman as coordinators. Moreover, according to Maiorov, a program for the development of the cluster economy until 2036 should be adopted, taking into account new realities, and benefits should be introduced for cluster participants: tax preferences similar to those in special economic zones, access to subsidies and preferential financing under the SPIC conditions, as well as a special government procurement regime without restrictions under 44-FZ and 223-FZ. The proposals were sent to the chairman of the Federation Council Committee on Economic Policy, Andrey Kutepov. The head of the Business Association of Clusters of Russia also emphasized that today the organization has more than 1,500 participants from 64 regions of the Russian Federation and 17 countries, and the supervisory board of the Business Association of Clusters of Russia includes 41 regional industry ministers and deputies of the State Duma. In addition, 23 industry committees have been created, each of which is the largest in its field, and 17 centers for promoting products to the markets of Russia and friendly countries. Since the beginning of the year, products worth 2.2 billion rubles have been shipped. The investment committee of the association is overseeing 129 projects worth 148 billion rubles. The expected product output is 1.4 trillion rubles, and the budget effect is 354 billion rubles over five years. According to the order of the head of state from May 22, 2019, it was planned to form 15 clusters in nine priority sectors, which would allow launching at least 100 pilot projects in the regions. This approach could simplify management processes at the beginning of the process, and in case of success, help scale the positive effect. For cluster participants, the authorities planned to introduce benefits. An agreement on the creation of the first 15 clusters of a new type was to be signed in February 2020 at the Russian Investment Forum in Sochi between the Prime Minister of the Russian Federation, Mikhail Mishustin, and regional leaders. However, the forum did not take place due to the coronavirus pandemic.
