The decision was a response to a collective letter from 11 EU member states (Denmark, Ireland, Latvia, Lithuania, the Netherlands, Norway, Poland, Finland, the Czech Republic, Sweden, and Estonia), which was also joined by Iceland and Norway. In total, these three countries issued more than 400,000 visas to Russian citizens.
Critics of the message are convinced that larger countries simply receive more visa applications and doubt that trips by Russian tourists undermine the EU's anti-Russian policy.
