The rules in the labor market in the Russian Federation are increasingly dictated by job seekers.

Russian employers have intensified the practice of bringing back former employees: over the year, the share of companies inviting ex-employees has increased from 32% to 48%. About 67% of employers managed to attract back only a few people, while in 14% of cases, all invited agreed. One in five employers received no positive response to the offer to return. The study also showed that specialists with secondary vocational education are more in demand for return than employees with higher education. The trend of "re-hiring" has intensified against the backdrop of a growing labor shortage in the country. According to the survey results, the main incentive for specialists to return to their previous workplace is an attractive salary level — this factor was noted by 24% of respondents. The second most important factor is a comfortable atmosphere in the team, valued by 12% of those surveyed. 10% of study participants are motivated by the optimization of work processes, flexible schedules, as well as career growth or transition to a higher position. Genuine enthusiasm for their duties was highlighted by 9% of applicants. Less significant reasons turned out to be the economic stability of the organization — indicated by 7% of employees, and the arrival of new management, which became a decisive factor for only 2% of respondents. The SuperJob study reflects the severe labor shortage against the backdrop of record low unemployment in Russia, which forces businesses to actively bring back "proven" former employees. The most acute shortage of personnel and focus on re-hiring is observed in the real sector of the economy, which urgently needs specialists with secondary vocational education to perform tasks related to import substitution. The rise in salaries as the main incentive for returning staff confirms the consolidation of the "candidate market," which forces employers to index salaries at rates exceeding inflation.
