The President of Russia, Vladimir Putin, signed a law allowing the arrest of property, including money in bank accounts, of Russian citizens located outside the country who have committed administrative offenses against the interests of Russia. The document was published on the official legal information portal. The list of such offenses includes discrediting the Armed Forces of the Russian Federation, calls for sanctions against Russia, propaganda of Nazi symbols, production and distribution of extremist materials, as well as failure to pay fines for the specified actions. According to the law, the arrest of property, including funds in bank accounts, applies to individuals subject to administrative liability. The value of the arrested property is not limited to the amount of the fine. If the offender is abroad and cannot be notified, the court is obliged to appoint a defender for them. In case the case is terminated, the costs for the defender's payment are reimbursed from the federal budget. The law comes into force on September 1, 2026. Recall that the bill was introduced by the State Council of the Republic of Tatarstan and now former State Duma deputy Ayrat Farakhov in the fall of 2024. It was adopted in the first reading in April 2025. At the same time, the idea of holding relocators accountable was first expressed back in 2022, but at that time the document was returned for revision.
