Farid Mukhametshin: The well-being of a person, the sovereignty and leadership of the country are the basic values of "United Russia."

      At the House of Culture "Railway Workers" (Yudino settlement), a conference of the regional branch of the party took place. Its participants elected delegates to the party congress in Moscow, summarized the results of the regional branch's work over the past 5 years, and the preliminary voting.

      The conference was attended by the Secretary of the Tatarstan regional branch of the party, Honorary Chairman of the State Council Farid Mukhametshin, head of the administration of the Republic of Tatarstan Asgat Safarov, head of the regional executive committee of "United Russia" Marat Samigullin, deputies, party activists, and representatives of the administration of the Republic and the Cabinet of Ministers. Summarizing the five-year work of the regional branch of the party and the preliminary voting, Farid Mukhametshin reminded about the upcoming start of the election campaign for the State Duma deputies, which will take place under conditions of geopolitical contradictions, unprecedented sanctions pressure, and information opposition. "Nevertheless, the cohesion of the Russian people and support for 'United Russia' allow us to consistently move towards the tasks set by the Supreme Commander-in-Chief Vladimir Vladimirovich Putin within the framework of the special military operation," said the Secretary of the regional branch of the party, emphasizing that attempts to isolate Russia on the international stage have not only failed but have been disproven by real actions.

      According to the politician, a wave of productive interaction with partners from BRICS countries, the Islamic world, the Global South, as well as with the states of the Commonwealth of Independent States and the Eurasian Economic Union is growing. Interregional and intermunicipal contacts are strengthening, and interest in Russian business forums, inter-party dialogues, sports, and cultural events does not weaken for a moment. A vivid confirmation of this trend will be the upcoming Russia-ASEAN summit, which will take place next week in Kazan and will open new horizons for mutually beneficial cooperation.

      "Today we proudly say that, being the guarantor of the stability of the domestic political system, 'United Russia' consistently defends the basic values of the party, among which are the well-being of the individual, the unity and sovereignty of the country, leadership, and the development of Russia," emphasized Farid Mukhametshin, reminding that in its decisions and initiatives, the President of Russia and the Government rely on the parliamentary majority of United Russia in the country's Parliament.

      To conduct an election campaign at a level that will mobilize all members and supporters of the party; to reaffirm the dominant position of 'United Russia' in the political field; to include in the plan of the next legislative five-year period solutions to the most pressing issues and needs concerning the residents of the republic: from solving local problems in every yard to large-scale projects that change the future of the entire country – these are the top priorities set today by the Secretary of the Tatarstan regional branch of 'United Russia'.

      Farid Mukhametshin also reminded in his speech about the upcoming anniversary of the party, which will be celebrated on December 1. "A quarter of a century of successful work has allowed us to build a reliable structure, refine mechanisms for interaction with citizens, and form a clear strategic position, which is especially important today in the face of new challenges," emphasized the politician, recalling the scale of the organization, which is one of the largest in the country. More than 130 thousand members of 'United Russia' throughout Tatarstan – this includes 45 local and 2011 primary branches of the party. Moreover, the regional branch has grown by more than 5.7 thousand members over the past six months. Another 21 thousand people in the republic are supporters of 'United Russia', and 3.5 thousand are members of the republican branch of the Young Guard of United Russia.

      Speaking about the work of United Russia members, Farid Mukhametshin emphasized that "practically no significant decision, no law of the republic has been adopted in recent years without the participation of United Russia members. Together, as a united team under the leadership of the President of Tatarstan Rustam Minnikhanov (a member of the Bureau of the Supreme Council of the party), we put forward new ideas, set and achieve ambitious goals in the interests of the republic and its residents." As a result, according to the speaker, there is trust from the people of Tatarstan in the authorities. Voter turnout in elections is more active than the national average, and there is a higher level of support for United Russia candidates. In particular, in 2021, in the elections for the State Duma, the people of Tatarstan gave 79% of their votes to 'United Russia' (Tatarstan received 14 mandates). In 2024, in the elections to the parliament of the republic, the party received 76% of the votes (86 mandates). In 2025, 88% of voters supported Rustam Minnikhanov, nominated by the party for the post of President of Tatarstan – this is the highest figure in the country among heads of Russian regions. In addition, United Russia members won 72% of deputy mandates at the municipal level. Among the elected deputies are 80 participants of the special military operation. And in the presidential elections in Russia in 2025, Vladimir Putin was supported by more than 88.7% of the people of Tatarstan.

      "This consolidation has allowed us to fulfill most of the mandates and proposals from voters. For the regional branch of the party, such mandates are not just a list of tasks, but a reliable guideline: they help understand what truly concerns the residents, what problems need to be solved first," stated the Secretary of the regional branch of the party. According to him, during the election campaign for the State Duma in 2021, more than 5.5 thousand mandates were collected, including through the digital service "My Deputy". Based on them, at the initiative of the winning party, with the support of the President of the Republic of Tatarstan, the Government formed a Roadmap – a detailed plan with specific activities, deadlines for implementation, and guaranteed financial support. Farid Mukhametshin thanked his colleagues for their coordinated work, and in those areas where the implementation of initiatives continues, he set a task for local branches of 'United Russia' – to monitor the fulfillment of commitments made by deputies, to use republican programs wisely, and to take advantage of grant and competitive support opportunities.

      "No citizen's appeal can and should be left unattended. For us, this is not just a slogan, but an unconditional priority in our work. In Tatarstan, this principle is becoming a mandatory guideline for all leaders – from municipal to republican level, and primarily for deputies, whose main task is to listen, hear, and support their voters," noted Farid Mukhametshin, summarizing the work of the regional public reception of the party Chairman over the past 5 years. During this time, nearly twenty-one thousand citizen appeals were received. Almost 60% of them concerned issues of social security, culture, sports, and tourism; the provision of housing and communal services. As a result of considering the appeals, more than 75% of citizens received practical and advisory assistance.

      Particular attention is paid to the appeals of participants of the special military operation. Since 2022, 1,219 such appeals have been received, and each of them has been placed under personal control. Speaking about the People's Program, with which the party won the elections to the State Duma in 2021, the speaker called it a real tool for comprehensive transformations, a roadmap for actions at all levels of government. In the near future, the Party will present a new version of the People's Program 2.0. It is expected to consist of two documents. The first is the election program, which will gather solutions to pressing issues. The second block will contain the fundamental ideological and value orientations of the Party, describing the strategic image of Russia: from the rapid development of new technologies to ensuring the security of the state. It will be the result of broad public discussion: already, 43 thousand written proposals have been received from the residents of Tatarstan.

      The work of United Russia members to improve the quality of life for the population is largely synchronized with national development goals, national projects, and programs, emphasized Farid Mukhametshin. At the same time, the Tatarstan regional branch is currently implementing 19 federal, 3 regional, and 229 local party projects that cover all areas of life. In addition, the party's active members in the republic have become a center for supporting fighters and their families, as well as peaceful residents in new regions since the beginning of the special military operation, the Secretary of the regional branch reminded, thanking everyone who responds to the call for help.

      Summarizing the preliminary voting, the speaker reminded that this year, 98 "candidates for candidates" were registered for this procedure, of which 56 were from the single-member electoral district and 42 from single-member districts; 8 participants of the special military operation. From May 25 to 31, 201,690 voters voted for them on the "Electronic Preliminary Voting" website – this is almost 7% of the total number of voters in the republic. As a result, a party list of candidates was formed, including 20 people, including two participants of the special military operation.
