The Russian government has allowed the production of Euro-3 standard gasoline until the end of the year.
The Russian government has allowed the production of Euro-3 class gasoline, which does not meet the requirements of the technical regulations of the Eurasian Economic Union, until the end of the current year, 2026. The corresponding decree was signed by the Prime Minister of the Russian Federation, Mikhail Mishustin, on July 2. The document, posted on the portal for the official publication of legal acts, notes that such fuel is intended exclusively for the domestic market. It is not marked with a single sign for the circulation of products in the EAEU market. At the same time, the circulation of Euro-3 gasoline is permitted only for oil refineries and oil depots that have a certificate for the processing of oil raw materials (in accordance with Article 179.7 of the Tax Code of the Russian Federation). Among other things, the decree contains point No. 4, the content of which is intended for official use and is not disclosed. The document also states that it is aimed at implementing measures provided for by the decree of the President of the Russian Federation, Vladimir Putin, dated October 12, 2025, No. 725 "On certain measures to enhance the reliability of fuel supply in the Russian Federation." "The decision made will allow additional volumes of fuel to be directed to the domestic market to meet existing demand," TASS quotes the comment from the Ministry of Energy of the Russian Federation. The Euro-3 standard allows the production and sale of gasoline with a sulfur content of no more than 150 milligrams per kilogram and diesel fuel with a sulfur content of no more than 350 milligrams per kilogram, while the EAEU regulations prohibit the production of gasoline and diesel with a sulfur content exceeding 10 milligrams per kilogram. Earlier, the newspaper "Kommersant" reported that the Russian government plans to allow the production and circulation of gasoline and diesel fuel of classes "Euro-2", "Euro-3", and "Euro-4" for a year, until July 2027. According to earlier information from the publication, some oil refineries were allowed to produce gasoline and diesel fuel of class "Euro-5" for the domestic market as early as the fall of 2025, but with sulfur content and other quality indicators corresponding to class "Euro-3".
At a meeting on fuel market issues on June 28, Vladimir Putin informed that the capacities of the largest oil refineries are being used at maximum, the potential of medium and small plants is being utilized, the duration of current repairs has been reduced, and planned repairs have been postponed. Previously imposed restrictions on gasoline exports were extended on April 1 to direct producers of petroleum products. The ban on gasoline exports, as well as the embargo on the supply of diesel fuel, marine fuel, and other gas oils for non-producers (traders, oil depots, and organizations with processing capacities of less than one million tons of fuel per year), were introduced even earlier. The possibility of limiting the export of diesel fuel and aviation kerosene was discussed at a meeting with the Deputy Prime Minister of the Russian Federation, Alexander Novak, at the end of May. Soon after, the government of the country banned the export of aviation kerosene until November 30. Currently, the issue with diesel is still under discussion.
