Putin signed a law on stabilizing the fuel market in Russia.

      The President of Russia, Vladimir Putin, signed a law aimed at ensuring the domestic market with automotive gasoline and diesel fuel, as well as supporting Russian oil refineries. The document was published on the official legal acts portal. According to the law, the government of Russia will independently determine the types of fuel permitted for circulation within the country. The document also allows for the mixing of straight-run gasoline with other components to produce high-octane fuel. In this case, the used straight-run gasoline will be counted in the total volume of produced automotive gasoline, and the excise tax will be included in the cost of the final product. There is a three-month period for the processing of documents confirming the processing of straight-run gasoline into high-octane fuel, as well as for obtaining a tax deduction. However, in the case of a return of fuel produced in this manner by the buyer, the paid excise tax is not refunded. The law also introduces a damping mechanism for gasoline production through mixing, as well as for its import into Russia by authorized organizations. The government will determine the list of these organizations. When importing gasoline from the countries of the Eurasian Economic Union, the reimbursement coefficient increases from 0.68 to 0.9. For supplies from other countries, it will be calculated based on the indicative price of AI-92 gasoline in the Indian market and the cost of its delivery from seaports. Additionally, the share of straight-run gasoline production will be determined based on the results of each tax period. The term of agreements for the modernization of oil refineries is extended until the end of 2026 if the investment volume exceeds 100 billion rubles. The new regulations related to ensuring the domestic fuel market will apply to legal relations arising from June 1, 2026, while the rules for the modernization of oil refineries will apply from January 1, 2026. Thus, certain provisions of the law will have retroactive effect.

      The law comes into force after official publication, except for certain provisions for which other deadlines are provided.
