The admission campaign for the 2026-2027 academic year has started in higher educational institutions of Tatarstan, which this year is being conducted under significantly updated rules aimed at making the admission process more transparent and aligned with the real needs of the labor market.
As reported at a briefing in the Government House of the Republic of Tatarstan by the Minister of Education and Science of the region, Ilsur Khadiullin, 45 universities are conducting admission for higher education programs in the republic, of which 28 are state universities. The total number of budget places for bachelor's, specialist, and master's programs is 23,346, which is one percent higher than the figure for 2025 and six percent higher than the level of 2024. Of these, 550 places are allocated for non-state universities. About 60 percent of all budget places traditionally go to the three largest universities in the republic: Kazan Federal University, Kazan National Research Technological University, and Kazan National Research Technical University named after Tupolev - KAI. The main enrollment remains in areas that were in demand in previous years: education and pedagogical sciences, computer science, engineering, electrical and thermal energy, chemical technologies, as well as agriculture, forestry, and fisheries. Key changes for applicants The minister detailed the new admission rules that came into effect this year. Firstly, applicants can no longer submit documents to universities through a personal account on the university's admissions committee website. This can only be done through the "Gosuslugi" portal, by personally visiting the admissions committee, or by sending documents by mail. Secondly, graduates of colleges and technical schools will be able to enroll based on internal exams of the university only for those specialties that correspond to the profile of their obtained secondary vocational education, and for admission to another direction, results of the Unified State Exam (USE) will be required. Thirdly, targeted places in universities are now assigned to specific customers with an indication of the form of study and educational programs. Customers form and publish proposals for concluding contracts for targeted training on the Unified Digital Platform "Work in Russia," and anyone from any region of the country can respond to them directly during the admission campaign, indicating that they are applying under the targeted quota. This year, more than 2,600 targeted places have been defined, which accounts for 11 percent of the total budget enrollment, as clarified by "Tatar-inform." Mandatory physics for engineers and specialized exams for future teachers Significant changes have also been made to the list of entrance examinations. For a number of engineering training areas, starting from the 2026-2027 academic year, applicants can only enroll with USE results in physics, whereas until 2026, applicants could choose between mathematics and physics. Additionally, for 21 humanitarian training areas, universities can now establish a mandatory entrance exam of choice: USE in history or social studies, whereas until 2026, only social studies was mandatory. Starting from the 2027-2028 academic year, changes are also coming for future teachers: as stated by the minister, future teachers will be required to take an exam in the subject they plan to teach after graduation. Currently, applicants for pedagogical programs can be accepted based on the results of the USE in social studies, and taking the specialized subject is not mandatory; however, starting next year, if an applicant intends to become a teacher of chemistry, mathematics, or physics, they will need to take these specific subjects. It was previously reported that Tatarstan ranked first in Russia in youth spending on culture, spending 229 million rubles through the "Pushkin Card."
