According to the data from the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) and the Federal Cadastral Service (Roskadastre) for the Republic of Tatarstan, there are more than 1.6 million land plots with established boundaries in the region. Despite the fact that the percentage of land plots without clear boundaries in Tatarstan is minimal, the agency strongly recommends that their owners carry out land surveying. As explained by the Rosreestr of Tatarstan, since last year, a requirement (Federal Law No. 487-FZ) has come into force that directly affects all landowners: any registration actions with land are impossible if the information about the location of the plot boundaries is absent in the Unified State Register of Real Estate (EGRN). "In our republic, 96% of land plots have established boundaries. This is a very good indicator. Nevertheless, about 74,300 plots remain without clear boundaries. This means that their owners cannot fully dispose of their property, including selling and even registering a built house. It should be understood that establishing boundaries is not a formality, but a necessary measure to protect the rights of owners and prevent land disputes," noted the head of Rosreestr Tatarstan, Azat Zyabbarov.
As reported by State Duma deputy Ilya Wolfson, the "United Russia" faction unanimously supported the Rosreestr bill on the necessity of mandatory land surveying at the time, as it brings clarity and certainty to the sphere of property relations: "We see that having accurate coordinates in the EGRN solves several important tasks at once. First of all, it minimizes everyday territorial conflicts and relieves the courts from years of land disputes between neighbors. In addition, a transparent and up-to-date register is critically important for the development of infrastructure in the regions. When planning the laying of gas pipelines, road construction, or the installation of power lines, specialists need a reliable picture of the land fund. The presence of established boundaries allows for proper network design and avoids situations where construction work accidentally affects someone's private territory. Against this background, the achieved indicators in Tatarstan deserve the highest praise. The fact that 96% of land plots in the region already have established boundaries confirms the quality and systematic work of the relevant agencies, as well as the legal literacy of the residents themselves. This is an excellent example of restoring order in the land sector."
To check whether the boundaries of a plot are accounted for, one can do so for free on the public cadastral map on the "National Spatial Data System" portal or in an extract from the EGRN, which can be obtained through State Services or at MFC offices.
The Roskadastre for the Republic of Tatarstan explained that to enter boundaries into the EGRN, it is necessary to contact a cadastral engineer to prepare a land surveying plan, which is then submitted to the registration authority - Rosreestr. It should be noted that the boundaries of land plots are also established during the conduct of comprehensive cadastral works of federal and regional significance carried out in the territory of the Republic of Tatarstan.
