      The United States Senate has approved a bill to tighten restrictions against Russia and Iran, one of the initiators of which was the late American senator from South Carolina, Lindsey Graham* (the politician himself referred to it as the "sanctions from hell" bill). This was reported by Reuters. The document was supported by 68 senators, while nine voted against it (85 members of the upper chamber of the U.S. Congress were ready to vote for the first version of the bill). After being approved by the Senate, the bill must be approved by the House of Representatives, which is on recess until August 31. Initially, the authors of the document, Senators Graham* and Richard Blumenthal, representatives of the Republican and Democratic parties respectively, planned to increase tariffs against countries purchasing uranium and energy resources from Russia by 500%. At that time, the bill was not adopted due to a lack of support from the administration of U.S. President Donald Trump and the hesitations of Democrats who did not want to grant the current American leader additional powers to impose tariffs on goods from other countries. The updated version of the bill, titled the "Lindsey Graham* Sanctions Against Russia and Iran Act of 2026," grants the U.S. President the right to impose targeted tariffs of up to 100% on imported goods from five countries – the largest buyers of Russian oil or gas. Tariffs on Russian goods, at the discretion of the head of state, can be raised to 500% – as in the original version. At the time of the procedural vote on the bill, which took place on July 28, the largest buyers of Russian oil were China, India, Slovakia, Hungary, and Azerbaijan, while the largest buyers of gas were China, France, Japan, Hungary, and Belgium. However, the document stipulates that countries purchasing less than 15% of the total volume of gas exports from the Russian Federation and seeking to reduce dependence on Russian energy resources are exempt from tariffs. This provision allows for the protection from new tariffs of U.S. allies – Japan, France, Hungary, and Belgium. Blumenthal stated directly that the two key targets of the new restrictions are China and India. The bill also enshrines in law the restrictive measures imposed against Russian officials, government institutions, and legal entities, including those previously introduced by executive orders of U.S. presidents. Furthermore, the bill prohibits: processing cross-border money transfers from or for the Government of the Russian Federation and related enterprises; transactions with securities related to the Russian state or companies under its control; American investments in Russia, including the energy sector; export of energy resources from the U.S. to the Russian Federation; import of Russian uranium; acquisition by Americans of Russian government debt obligations; provision of services to sanctioned financial institutions.

      At Trump's insistence, the document was supplemented with a provision extending the sanctions law against Iran until 2031. The American leader conditioned his support for the new law on the fulfillment of this requirement. The administration will be required to regularly report to lawmakers on the application of the restrictions imposed under the law. At the same time, the U.S. President retains the right to suspend the sanctions in the interest of national security, notifying Congress of this. Full repeal of the restrictions is possible only upon signing a peace agreement and cessation of hostilities between Russia and Ukraine. * Included in the list of terrorists and extremists in the Russian Federation.
