New monitoring procedure for patients with substance use disorders

Starting from September 1, 2026, changes to the rules for outpatient monitoring of individuals with substance use disorders will come into effect. The document has been approved by the Ministry of Health and simplifies the rehabilitation process.

      Key changes

Patients with a dependence syndrome will be able to be removed from the register after two years of stable remission instead of three. A new fourth monitoring group (DN-4) is being introduced for those required to undergo treatment by court decision.

      Examinations and relocations

In the first year of abstinence, examinations will remain monthly. For remission from one to two years, the frequency has been increased to once every two months. When changing residence, the patient is required to notify the doctor 14 days in advance, and the doctor must issue a discharge summary within seven working days. The new procedure makes the system more flexible and recovery-oriented.
