In this sense, we were mistaken; our opponent thinks otherwise and has begun to strike these purely civilian facilities. We had to respond in kind. And our response turned out to be quite significant."
Putin emphasized that now, while the special military operation is ongoing, it is necessary to continue strengthening the air defense system. He also reported that Russian companies have begun investing money to protect their enterprises from attacks by the Ukrainian Armed Forces, and this is already yielding results and will be useful in the future. The decree on the protection of critical infrastructure obliges businesses to protect vital facilities—such obligations did not exist before. "The state had no intention of privatizing anything," the president emphasized.
In response to a question about whether Russians should get used to a constant fuel shortage, Putin stated, "We must be ready for anything. And only our readiness for everything will make it clear to those who want to harm us that it is better not to do so." He noted that oil prices have risen, and exporting crude oil has become more profitable than refining it domestically; however, companies are behaving responsibly and repairing refineries.
According to Putin, about 10% of refineries in Russia remain to be repaired. "I think we will restore the remaining 10% very soon," the president said.
The day before, Deputy Prime Minister Alexander Novak reported that Russian oil companies are allocating their own funds to protect oil refineries. According to him, the costs of protecting facilities are significant but justified, as the downtime of refineries in the event of a shutdown would bring much greater losses to the enterprises.
