It is worth noting that starting from July 1, 2026, a new unified procedure for conducting auctions regarding state and municipal property, property rights, as well as certain types of contracts involving the disposal of public property, came into effect in the Russian Federation. The corresponding changes were introduced by Federal Law No. 577-FZ dated December 29, 2025, which unified the rules for conducting property auctions and amended a number of federal laws, including Federal Law No. 178-FZ "On the Privatization of State and Municipal Property," the Land Code of the Russian Federation, the Forest Code of the Russian Federation, the Water Code of the Russian Federation, Federal Law No. 135-FZ "On Competition Protection," and other regulatory legal acts. The main provisions of the new procedure will apply from July 1, 2026; however, auctions for which a decision to conduct was made before this date will be completed according to the previously existing rules.
