Professor Ildar Begishev and Associate Professor Albina Shutova from KIU Introduce the Ethical and Legal Framework for Governing Digital Technologies in Healthcare.
The research conducted by scholars at KIU named after V.G. Timiryasov, entitled “Developing the Ethical and Legal Framework for Regulating the Creation and Use of Artificial Intelligence, Robotics, and Bioprinting Technologies in Healthcare,” has been nominated for the 2026 State Prize of the Republic of Tatarstan in Science and Technology. A public discussion of the study occurred during a lengthy meeting of the Academic Council of the Kazan Branch of the All-Russian State University of Justice (RLA of the Ministry of Justice of Russia). The authors of this study include Ildar Begishev, the project leader, who is a Corresponding Member of the Russian Academy of Military Sciences, Honored Lawyer of the Republic of Tatarstan, Doctor of Juridical Sciences, and Professor at the Department of Criminal Law and Procedure at Kazan Innovative University named after V.G. Timiryasov, along with Albina Shutova, an Associate Professor at the same department and a Candidate of Juridical Sciences.
This research is recognized as Russia’s first extensive initiative aimed at creating a unified ethical and legal regulatory framework for artificial intelligence, robotics, and bioprinting technologies within the medical field. The significance of this work arises from the swift incorporation of these technologies into healthcare, which surpasses the evolution of the legislative framework, thereby posing risks to patient rights and medical safety.
As part of their project, the authors have devised terminological standards for emerging medical technologies; established a system of ethical codes that address three interconnected domains of medical innovation; and conducted a criminological analysis of the risks tied to the application of artificial intelligence, robotics, and bioprinting in healthcare. The outcomes of this research are currently being applied by the Ministry of Health of the Russian Federation, the Ministry of Health of the Republic of Tatarstan, and leading medical establishments within the republic. This work aids in diminishing legal ambiguities and enhancing the safeguarding of citizens’ rights amid the digital transformation of medicine.
During the Academic Council meeting, the research received backing from the academic community. Following a secret vote, a record of the session was created and will be sent to the Commission under the Head of the Republic of Tatarstan for State Prizes in Science and Technology.
