A man with an automatic weapon entered a lyceum: drills were held in Kazan before the start of the school year.

      Today at Kazan Lyceum No. 177, ahead of the new school year, the readiness of the security service to respond promptly and competently in an emergency was tested. The National Guard (Rosgvardiya), the Ministry of Internal Affairs and the Ministry of Emergency Situations took part in the drills.

      According to the scenario, an unknown person with an assault rifle entered the lyceum and planted an explosive device by the doors of the educational institution.

      “Traditionally, the drills are held once every six months in April and May with the participation of students, and in August, before the start of the new school year, to work through scenarios that we receive from the Russian Ministry of Education,” said Deputy Minister of Education and Science of the Republic of Tatarstan Ramil Khairullin.

      Scenarios do not repeat — every year the special services practice actions for different situations. For example, in April schools across the republic practiced procedures for threats posed by UAV attacks.

      “Today the scenario will involve practicing the actions of security staff, educational institution employees and special services. More than 99% of the republic’s schools will be involved in such drills. The republican headquarters first carries out preparatory work, briefs the district chiefs on the scenario, then a municipal headquarters is created and all general education and preschool institutions are also assembled,” he added.

      The deputy minister noted that after the drills reports are compiled and sent to Moscow.

      “This work reveals weak spots: somewhere it turns out that a backup exit doesn’t work, somewhere the fire alarm buttons don’t operate. Such small things seem annoying, but our task is to make sure everything works like clockwork,” Ramil Khairullin said.

      In today’s scenario a person with a backpack tried to get onto the lyceum grounds — he was supposed to pass through the gate and then the security post. Realizing that the doors were locked, he climbed over the fence. There he took an assault rifle out of his backpack and hurried toward the entrance to the lyceum. The doors there were also closed. He then left his backpack on the door handle and as he was about to leave, a Rosgvardiya external security patrol arrived on the scene. Seeing an armed person on the school grounds, the security guard immediately pressed the panic button and the special services arrived within seconds.

      The perpetrator was detained and handcuffed. Reinforcements — police patrol officers — immediately arrived, loaded the detainee into a service vehicle and took him to the police station. At that moment a signal sounded in the school that an explosive device was inside the building.

      An EOD team began work immediately. First a dog handler and dog inspected the backpack left by the perpetrator. The dog, having sniffed the potentially dangerous object, froze in place — a sign that there was an explosive inside. Next a sapper in a special protective suit arrived and neutralized the bomb. The next officer photographed the scene and packed the backpack into an explosive-proof container, which will be sent to a special range for detonation.

      At the same time the fire service arrived to assist in case a fire broke out. However, in this scenario there was no fire.

      The drills concluded without complaint — no violations were noted at the lyceum. Children can begin the new school year confident that they are under serious adult protection.
