Former head of the civil registry office in court: "I wanted to fulfill the leadership's instruction on time."
Gulshat Nigmatullina, the former head of the registry office (ZAGS) of the Republic of Tatarstan, delivered her final statement today at the Vakhitovsky District Court. She is accused of exceeding her official powers and fraud. The case concerns schemes involving the transfer of the archive. Nigmatullina first spoke in Tatar and then repeated her final statement in Russian. The former head said she had trusted the team represented by her deputy Renat Akhmetzyanov and chief accountant Landysh Sharafutdinova, showing "professional naivety."
"It's hard to put into words the pain and despair I feel. My whole life and my work, which I began at 19, were devoted to serving people. No one ever said that I was noncompliant, lazy, or irresponsible. I have gone through a long career — 37 years," Nigmatullina said, listing where and when she had worked.
"I served in the civil service from a simple specialist to a manager. When I came to work at the registry office, I did not change the team. Relying on the experience and employees who were working at that time — both deputy Renat Akhmetzyanov and chief accountant Landysh Sharafutdinova, who had already been working for 17 years — I had not a shadow of doubt about their competence and integrity; I fully trusted them and considered them very professional employees."
Nigmatullina also noted that she had no experience in the financial sphere and she regrets that mistakes related to financial violations were made in the office's work.
"I admit, as a leader I am responsible for the decisions made and my subordinates. I regret that I fully trusted Akhmetzyanov and Sharafutdinova, showing a certain professional naivety. There was a strong desire to carry out the leadership's instruction on converting vital records on time — the rather difficult period of 2020, during COVID," Nigmatullina continued, noting the work of employees from 45 districts.
"My fault is that, as a leader, I improperly fulfilled my duties, which manifested in that I poorly controlled the work of Akhmetzyanov and Sharafutdinova. I fully admit this guilt, I am very remorseful and I ask the republic's leadership for forgiveness for not having justified their trust."
Nigmatullina asked that her son's health condition be recognized as a mitigating circumstance, saying he "fell seriously ill in 2020 and was in a coma."
"He experienced clinical death and spent three months in intensive care. The main events of the crime I am accused of occurred during that very period, when I was forced to leave with him for prolonged treatment. The father of my child tragically died when he was 11; he has no other relatives besides me," the former head of the registry office continued.
"I ask you to show mercy to a woman, a mother, who lives with and cares for a sick child."
Earlier, the prosecution requested six years in a general-regime penal colony for Nigmatullina. For the accomplices — former deputy Renat Akhmetzyanov and chief accountant Landysh Sharafutdinova — the prosecution requested two years' imprisonment each. The verdict is expected on September 11.
