      Since 2021 Igor Ptitsyn has been serving a life sentence for three murders and four rapes. By court order he is obliged to pay each of the victims compensation in the amount of 1–1.2 million rubles.

      The judicial panel of the Supreme Court of the Republic of Tatarstan overturned the decision of the Aviastroitelny District Court of Kazan, which had previously established a ban on seizing the apartment of lifer Igor Ptitsyn. This was reported by the online publication Inkazan.ru. According to the source, following this decision the convict’s only residence may be directed to pay compensation for moral damage to the victims.

      Under current national legislation, the convict will retain the right to receive an amount of two million rubles so that he can purchase minimal housing.

      Recall that since 2021 Ptitsyn has been serving a life sentence for three murders and four rapes. By court order the man was instructed to pay the victims compensation for moral damage in the amount of 1–1.2 million rubles to each party.

      The source’s publication notes that over the past two years in the colony the victims received only symbolic amounts from the convict — from three to five thousand rubles. To date the two-room apartment in Kazan remained Ptitsyn’s only asset, but previously bailiffs were unable to seize it because the property was considered the convict’s sole residence.

      Now, based on the decision of the republic’s Supreme Court, the process of selling the property and paying compensation to the victims may be resumed. Kazan residents on social networks are actively discussing whether anyone will buy an apartment from such an owner. The townspeople’s opinion is split into two camps: some are sure that below-market housing will always find a buyer, while others believe a “normal person” would not dare make such a purchase.
