The first specialized class "Urban Governance. Team Kazan" has opened at Gymnasium No. 107 in the Novo-Savinovsky district. Thirty tenth-graders became participants in a unique educational project that the Kazan Mayor’s Office is implementing as part of a strategy to form a personnel reserve for city administration.
The new class was formed from 10th-grade students. To join the program, the students had to go through two rounds of interviews. One of the project participants, Elizaveta Gazizova, admitted that she is taking part to fulfill her dream — to work in the Kazan Mayor’s Office.
A separate classroom has been equipped at the gymnasium for the lessons. At the introductory session, which took place on Knowledge Day, the students took part in an interactive exercise: they shared their favorite places in Kazan, set goals for the year and tried to answer the question "If I were the mayor, I would…". At the end they were given special pins — a symbol of belonging to the city team.
It is worth noting that the program goes far beyond the traditional school curriculum. Students will not only study theory but also be immersed in the real processes of managing a metropolis.
Main areas of study:
- fundamentals of municipal services: housing and utilities, transport, public space improvement, ecology;
- urbanism and urban environment planning;
- social and economic management: project management and work with budgets;
- analytics and project-based activities with evaluation of current programs and proposals of their own solutions for Kazan.
Students will learn how project management is carried out and how the city’s budget is managed in social and economic management lessons. Tenth-graders will also study analytics and project work: they will conduct research to evaluate existing city programs and propose their own projects to address the city’s pressing issues.
Classes will be taught not only by the gymnasium’s teachers but also by invited experts. These include practicing managers from the Mayor’s Office, leading architects and economists. The curriculum also plans to include field lessons at city institutions, design sessions and project activities.
According to Bulat Aleev, head of the Office of the Executive Committee of Kazan, it is very important for city governance that the immersion of future personnel begin while they are still in school and be based on practical experience. "On the one hand, it is important for us to inspire the kids with a big dream and the opportunity to contribute to Kazan’s future. On the other hand, this project for us is not just a game but a real personnel tool, so we want children to have a realistic understanding of how the Mayor’s Office works," Bulat Aleev said.
It is worth noting that specialized classes have become a common practice for career guidance among Kazan schoolchildren. For example, the city already has medical, teaching and architectural classes. Their curricula are developed in close cooperation with the students’ future employers, which makes it possible to fully align school education with the city’s socio-economic development.
