If a university wants to change the proposed number, it will be able to explain the reasons for its decision. At first the new rules will be introduced gradually and only for certain majors. The full list of such programs is not yet known. The final decision will be made by a special commission that includes representatives from various agencies. After the first year of using the new rules, an evaluation will be conducted and changes will be made.
Currently more than half of school graduates enter higher education free of charge. Therefore the Ministry of Education and Science of the Russian Federation states that higher education is today accessible to the majority of those who want it. Controlling the number of fee-paying students is necessary so that students receive a quality education. It is important to take into account the capacities of universities: whether there will be enough teachers and equipment. The aim of the new measures is to train qualified personnel needed by the economy and society. Adjusting the number of fee-paying places should improve education and increase graduates’ chances of finding employment.
