      Last week, from September 1 to 7, 89 reports and notifications of incidents were registered in the Zainsk municipal district.

      According to the OMVD’s operational summary, the criminogenic situation in the district remains tense, and there were two serious road traffic accidents that claimed four lives.

      Property crimes and fraud

      Despite the comparatively small total number of registered crimes, their nature is cause for serious concern. Two thefts and one fraud were recorded.

      Thus, on September 1 an unknown person stole a mobile phone at a bank branch on Chapaev Street, and later 98,000 rubles were withdrawn from the victim’s bank account. On the same day, foodstuffs worth 4,000 rubles were stolen from a store counter. The identity of the suspect in this theft has been established — she turned out to be a 37-year-old local resident with a prior conviction.

      On September 3 a fraud was registered: a perpetrator, having hacked a messenger account and obtained the passport details of a 38-year-old city resident, took out microloans in her name from several microfinance organizations. The amount of the damage is being clarified.

      Hacks and arrests

      Two instances of unauthorized access to computer information are listed separately in the report — namely, hacks of accounts on the Gosuslugi portal. In both cases the fraudsters acted under a pretext: in the first — the replacement of an OMS (compulsory health insurance) policy, in the second — the replacement of electricity meters. Fortunately, citizens avoided financial losses.

      Police officers achieved results in their search operations. During the week two wanted criminals were detained: a 36-year-old man declared wanted at the federal level for unauthorized departure from his unit, and a 37-year-old previously convicted city resident who was wanted for theft.

      Road tragedies

      The most tragic events of the past week occurred on the roads of the Zainsk district. A total of 16 road traffic accidents were registered, two of which were fatal.

      On September 3 at the 7th km of the Zainsk–Sukharevo road, the driver of a SHAKHMAN vehicle, while overtaking, moved into the oncoming lane and obstructed a LADA. The LADA driver, attempting to avoid a collision, drove onto the shoulder, where the car spun and collided with a KAMAZ. As a result of the accident the LADA driver died at the scene, and his female passenger was hospitalized with multiple injuries.

      On September 5 at the 38th km of the Naberezhnye Chelny–Zainsk–Almetyevsk road the driver of a DAEWOO Nexia, a citizen of Uzbekistan, lost control and moved into the oncoming lane, where he collided head-on with a MAN truck driven by a citizen of Kazakhstan. The Nexia driver and two of his passengers died at the scene. All the deceased were citizens of Uzbekistan temporarily residing in Almetyevsk.

      During the week traffic police detained one driver who was operating a vehicle while intoxicated, and 69 traffic violations were recorded.

      Maintaining public order

      Despite the criminal incidents, the personnel of the OMVD successfully maintained public order during mass events. Police were on duty at educational institutions on the Day of Knowledge, and also on September 6 in the city of Almetyevsk during the Day of the Oil Worker celebrations. No public order violations occurred during these events.

      Police continue to work on all registered incidents.
