      On 19.09.2025, according to the remote monitoring information system of the Federal Forest Agency and the Federal State Budgetary Institution "UGMS of the Republic of Tatarstan", classes 3–4 of forest fire danger are forecast for the territory of the Republic of Tatarstan, including Kaibitsky Municipal District. 1st class (absent) forest fire danger: not forecast. 2nd class (low) forest fire danger: not forecast.

      According to the information portal "Gismeteo" on the official website of the company "Center Phobos", minor geomagnetic disturbances are forecast for September 19, 2025.

      There remains a probability of emergencies (incidents) related to technological fires (including household gas explosions), carbon monoxide poisoning of people, as well as accidents at housing and communal services facilities. Source of emergencies (incidents) – violation of fire safety when using electrical appliances, equipment wear, violation and non-observance of production and technological norms and rules for the operation of gas equipment, non-compliance with fire safety rules.

      7.2. Natural sources of emergencies (incidents)

      There remains a probability of emergencies (incidents) related to aviation incidents and disruptions in the operation of airports and helipads. Source of emergencies (incidents) – fog.

      There remains a probability of emergencies (incidents) associated with an increase in the number of road traffic accidents on the republic's roads. Source of emergencies (incidents) – fog, violation of traffic rules.

      There remains a probability of emergencies (incidents) related to the operation of small, cargo and passenger vessels. Source of emergencies (incidents) – fog, violation by skippers of technical standards and rules for the use of water bodies for navigation.

      There remains a probability of emergencies (incidents) on water bodies with fatalities. Source of emergencies (incidents) – non-compliance with rules of conduct on water bodies.

      There remains a probability of incidents related to people losing their bearings in the natural environment. Source of emergencies (incidents) – human factor, seasonal risk.

      There remains a probability of emergencies (incidents) associated with the burning of grass and garbage (including municipal solid waste landfills), thermal anomalies, the spread of fire to residential houses, household, garden and summer cottage structures, economic facilities, as well as the adjacent forest fund. Source of emergencies (incidents) – violation of fire safety requirements when using open flame.

      Recommended preventive measures for executive authorities of the Republic of Tatarstan, local self-government bodies, heads of ministries, agencies and organizations (in connection with adverse meteorological phenomena):

      - Ensure control of timely warning and informing the population about forecasted meteorological phenomena, the threat of emergencies and the procedure for actions.

      - Pay special attention to timely warning and informing the population, as well as to working with the mass media.

      - Check the readiness of municipal automated centralized public warning systems.

      - Organize implementation of measures in accordance with the order of the Commission for Emergency Situations and Fire Safety of the Republic of Tatarstan dated 10.09.2025 No. 11-25r "On measures to ensure the safety of the population of the Republic of Tatarstan on water bodies during the winter period 2025–2026".

      - Check the readiness of temporary accommodation, warming and feeding points.

      - Together with organizations servicing the housing stock, carry out explanatory work with natural gas consumers (subscribers) on the use of gas in everyday life and the maintenance of gas equipment in proper condition; carry out measures to ensure the safe operation of gas equipment.

      - Organize the dissemination of forecast information to the heads of institutions with mass presence of children, organizers of excursion and tourist routes, with the implementation of necessary preventive measures to reduce the risk of emergencies.

      - Ensure control of the movement of organized groups of children by automobile and bus (school) transport.

      - The Traffic Police Directorate of the Ministry of Internal Affairs for the Republic of Tatarstan shall ensure monitoring of vehicle traffic on the republic's roads.

      - The Ministry of Transport and Road Economy of the Republic of Tatarstan and the republic’s road services shall ensure uninterrupted movement of vehicles on highways, paying special attention to controlling the movement of organized groups of children by motor vehicles.

      - The Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Sports of the Republic of Tatarstan and the Ministry for Youth Affairs of the Republic of Tatarstan shall ensure monitoring of buses carrying organized groups of children on the republic’s roads and control their return to destinations, as well as prohibit the operation of buses with faulty GLONASS system receivers.

      - The Unified Duty Dispatch Service (EDDS), dispatch services of economic facilities and functional subsystems shall ensure timely transmission to local self-government bodies of the daily operational forecast, and shall organize control over the implementation of the set of preventive measures to reduce the risk of emergencies and mitigate their consequences.

      Recommended preventive measures (in connection with classes 3–4 of forest fire danger):

      Ministry of Forestry of the Republic of Tatarstan:

      - Together with interested executive authorities of the Republic of Tatarstan, territorial bodies of federal executive authorities in the Republic of Tatarstan and executive committees of municipal formations of the Republic of Tatarstan, ensure the implementation of a set of organizational and technical measures aimed at the prevention and suppression of forest fires.

      - Maintain water intake sites for fire equipment from natural and artificial reservoirs located in forest stands, and ensure unobstructed access to them.

      - Conduct checks of readiness to extinguish forest fires by the forces and means of subordinate institutions of the Ministry of Forestry of the Republic of Tatarstan, as well as organizations performing work in the forest fund and lessees of forest plots.

      - Organize patrolling at least twice during the period from 08:00 to 20:00 on forest plots classified as classes I, II, III, IV, V of natural forest fire danger, in places where fire-hazardous work is carried out and in places of mass recreation of citizens in forests.

      - Organize duty at fire observation posts.

      - If necessary, introduce restrictions or bans on visiting certain most dangerous forest areas.

      - Ensure aerial patrolling of the forest fund at least twice a day on each route.

      - Bring reserve fire teams and forest fire formations to full readiness. Ensure that the firefighting tools and means of transport assigned to them are located at or near the teams’ working locations.

      - Together with the Republican Agency for Press and Mass Communications "Tatmedia", strengthen media coverage of measures being taken to ensure fire safety in settlements, operational fire situation, and inform the population about fire safety measures during the fire-hazardous period.

      Ministry of Agriculture and Food of the Republic of Tatarstan:

      - Together with agricultural producers of all ownership forms, implement a set of measures aimed at ensuring compliance with fire safety rules when carrying out work on agricultural lands adjacent to forest and peat areas.

      - Do not allow burning of dry grass, stubble and crop residues on agricultural lands, as well as burning of woody and shrub vegetation.

      - Keep clean the territories of agricultural enterprises adjacent to forest and peat areas, systematically clearing them of garbage and deadwood.

      - In case of emergencies, organize around-the-clock duty of voluntary fire formations of agricultural producers with mobile firefighting equipment.

      - Maintain in working condition access roads to artificial reservoirs and devices for taking water for firefighting equipment from water towers.

      The Ministry of Forestry, the Main Directorate of the Ministry of Emergency Situations of Russia for the Republic of Tatarstan, the Ministry of Emergency Situations of the Republic of Tatarstan, and organizations and institutions that may be involved in fighting forest fires, in accordance with the Consolidated Plan for Suppressing Forest Fires on the territory of the republic, shall ensure constant readiness of forces and means to carry out forest fire suppression activities.

      Heads of executive committees of municipal formations of the Republic of Tatarstan:

      - Continue the work of preventive groups composed of employees of social services, guardianship councils, police, State Fire Service, housing and communal services, and representatives of local self-government bodies.

      - Continue organizing round-the-clock duty of members of voluntary and municipal fire protection with firefighting equipment.

      - Coordinate the activities of daily management bodies of the territorial subsystem of the Unified State System for the Prevention and Elimination of Emergency Situations of the Republic of Tatarstan in the face of threats and the occurrence of wildland fires.

      - Take additional measures to provide fire-fighting water supply to settlements and facilities located in the forest fund and directly adjacent to forest lands.

      - Take additional measures to provide fire-fighting water supply to settlements, children's recreational camps and facilities located in the forest fund and directly adjacent to forest lands.

      - Take measures to ensure telephone communication for settlements located in the forest fund, fire-fighting water supply, construction of piers at natural and artificial reservoirs, equipping water towers with devices for water intake by fire trucks, and creation of mineralized strips along the borders of settlements and economic facilities adjacent to forest stands.

      - Take measures to improve protection of forest plantations from fires located on lands of urban and rural settlements.

      - Continue implementation of necessary preventive activities to reduce the risk of emergencies caused by elevated classes of forest fire danger.

      - Pay special attention to conveying forecast information to the heads of institutions with mass presence of people (children's homes, nursing homes, etc.) bordering on forest stands, with implementation of necessary preventive measures to reduce the risk of emergencies.
