Rosavtodor: Driving on all roads in Russia could become tolled by 2030.

      The method of replenishing road funds in Russia may change by 2030 and be carried out on the "user pays" principle with nationwide payment for kilometers traveled, like the "Platon" system for trucks. This was reported at the Kazan Digital Week forum at Kazan Expo by the deputy head of the Department of Regional Development and Implementation of the National Project of the federal road agency Rosavtodor, Denis Kiryukhin.

      "Budgets have limits, the cost of construction materials is rising, the cost of maintenance is rising," Kiryukhin said. "When laws on road funds were adopted, modern trends were not taken into account, including electric cars. We must come to social justice: those who use the infrastructure should pay."

      The following deadlines were announced:

      2025. Implement a special operating mode to reduce the impact of satellite signal jamming on the Platon system. Algorithmic route completion for trucks with electronic warfare devices. Create additional control infrastructure, including through interaction with automated weight-and-dimension control posts.

      2027. Extend the toll collection system to the backbone road network, introduce tolls on federal highways. Create combined devices that integrate the functionality of onboard units, tachograph systems, and toll payment devices. Develop control infrastructure through additional photo-video recording means.

      2030. Create unified control infrastructure to ensure the "user pays" principle. A single device for all vehicles. A common information database for all aspects of the transport complex's operation.

      "By 2030 we may move to a certain social justice with the 'user pays' principle, which is enshrined in the transport strategy," Kiryukhin said, clarifying that this is still "under discussion," and that Rosavtodor could eventually become the grantor of toll roads. "There will be a seamless system; across the country we are capable of implementing 'free flow' (a toll collection system without barriers — author's note) and not building a patchwork of different systems and control infrastructure, to exchange data with Avtodor Group and the regions."

      Recall that today road funds are replenished from fuel excises, payments via the Platon system, and the vehicle tax.
