      Today, at the first session of the Kazan City Duma of the fifth convocation, the mayor of the capital of Tatarstan will be elected. The agenda includes 19 items.

      Voting will be held under a new scheme: at least two candidates for the mayor’s post will be preliminarily approved by the Rais of the Republic of Tatarstan, Rustam Minnikhanov, from among the deputies of the Kazan City Duma. Prior to this, a commission created in August under the leadership of the head of the Rais’s administration, Asgat Safarov, reviewed the applicants and conducted a ranked vote.

      As a result of the September 14 elections, United Russia received 69.94% of the votes in the single constituency, the Communist Party (KPRF) — 13.38%, A Just Russia — 6.76%, LDPR — 5.25%. In 18 of the 25 single-mandate districts, candidates from United Russia won; in the remaining seven — independents; and in one — a representative of the New People party.

      At the session, in addition to electing the mayor, they will form the standing committees of the Kazan City Duma and determine their chairpersons, elect three deputy heads of the city and the secretary of the representative body, announce a competition for the position of head of Kazan’s executive committee, amend the city budget and sum up the results of work for the third quarter of 2025.
