The general director of the management company "PZhKH" Evgeny Chekashev said at Business Monday that large fines are provided for non-compliance with these norms, starting from 2,000 rubles for individuals and from 100,000 rubles for legal entities.
The deputy head of the Kazan Executive Committee Rustem Gafarov noted that citizens' attitude to separate collection is changing for the better.
"The system for handling MSW is being improved. Everything is moving toward no longer throwing everything into a single trash bin. Some people have already changed their mindset, and others are having their behavior corrected by fines. Citizens' behavior is changing: about 56 percent of residents believe that the introduction of separate waste collection and its recycling is one of Kazan's top priorities," said Rustem Gafarov.
The new rules are aimed at streamlining the MSW management system, introducing separate waste collection and strengthening control over the activities of regional operators.
Correct disposal requires specific actions. Under the new rules, construction waste must be taken away under a contract with a licensed company into a special container; plant residues in the private sector are recommended to be composted, while in apartment buildings their removal is the responsibility of management companies; hazardous substances must go exclusively into special orange containers, the addresses of which are available on the mayor's office website. Car tires are accepted free of charge at specialized collection points at Vasilchenko St., 6 and Rodiny St., 45.
To monitor order in the city, a pilot project to install cameras at container sites has been launched. According to Evgeny Chekashev, this video monitoring has proven to be a very effective tool: in two months of operation 32 violators have already been fined for a total of 64 thousand rubles.
At the same time, despite the increased control, separate waste collection remains the most effective method. A dual collection system is actively developing in Kazan: 2,310 yellow containers for recyclables have been installed at 1,978 sites, 118 of which are made from recycled plastic. By the end of the year it is planned to replace more than 600 such containers. In addition, two Collection Points operate for more thorough sorting. The point on Rodiny St. has accepted 65 tons of recyclables from more than 9,000 visitors since April 2025, while the point on Vasilchenko St., operating since autumn 2023, has already collected 107.3 tons of waste from 15,500 people.
