      In Russia, the autumn conscription for military service began on October 1, 2025, and will last until December 31. According to a presidential decree by Vladimir Putin and an order of the Ministry of Defense, it is planned to conscript 135,000 citizens aged 18 to 30. The length of service for recruits remains unchanged at 12 months, and their deployment to units will begin on October 15. It is important to emphasize that, as before, conscripts will not be sent to the zone of the Special Military Operation.

      The main innovation of this conscription campaign is that the call-up decision made by the commission will be valid for an entire year. This change, enshrined in a law signed by the head of state in April 2025, applies in situations where a draftee was not sent to the troops during the autumn draft — in that case he will be directed to his place of service in the next conscription period. The main method of notification will be electronic summonses sent via the Gosuslugi portal, which are considered delivered after 7 days from the moment of sending. At the same time, traditional paper summonses retain their legal force, and in regions such as Moscow, Mari El, Ryazan and Sakhalin oblasts, notifications will be sent exclusively in digital format.

      The right to exemption from conscription was granted to citizens who participated in combat operations as part of volunteer formations for at least six months, as well as to those who served in the military formations of the Donetsk and Luhansk People’s Republics, starting from May 11, 2014. The right to deferment is retained for those who are currently serving in such volunteer formations.

      In case of failure to appear in response to an electronic summons without a valid reason within 20 days, temporary restrictive measures may be applied to the citizen, such as a ban on leaving the country or on driving a vehicle. These measures will be lifted immediately after his appearance at the military enlistment office.
