A month-long sanitary and environmental campaign is being held in Naberezhnye Chelny.
At the meeting, Head of the Department of Urban Economy and Public Services Ruslan Vildanov reminded that on October 1 the traditional autumn sanitary and ecological month for cleaning and landscaping the city began, during which Saturday and midweek cleanups are held. On October 11 a citywide cleanup for improvement, greening and sanitary cleaning of the city territory will take place.
Planned activities include: planting and sanitary pruning of trees and shrubs; cleaning and repair of lawns, roads and stormwater inlets; conservation work on all city and courtyard fountains; cleaning and digging over flowerbeds; delivery of topsoil; restoration of disturbed landscaping after repair and earthworks; and much more.
Teams from the city’s organizations and enterprises are actively participating in the month’s events. District administrations are organizing the involvement of residents, including students, in cleaning work on adjacent residential areas. Municipal services clean up trash and fallen leaves daily, ensuring the sanitary cleanliness of the streets. At the same time, burning garbage and mixing household waste with green waste are prohibited.
Ruslan Vildanov reminded district administrations of the need to inspect territories to detect subsidence and sinkholes in the soil and asphalt that have formed after earthworks — the monitoring results should be passed on to contractors for prompt elimination of identified defects:
“Chelnyvodokanal, PAD must carry out a revision of storm drains and manhole covers, fire hydrants, and if necessary repair damaged sections, and promptly restore manhole covers. Naberezhnye Chelny heat networks should pay special attention to ventilation shafts, heating stations, and manholes, clean them of notices and graffiti.”
During the month stops for public transport and bus parking areas will be brought into proper condition. Special attention will be paid to cargo transportation, emphasized Ruslan Vildanov:
“Construction and transport organizations must take special control over the organization of transportation of building materials (crushed stone, sand, mortar, concrete) and ensure the operation of wheel washing facilities for vehicles leaving construction sites and the premises of building material manufacturers onto city roads.”
Ruslan Vildanov noted that uncovered bulk cargo transported in open bodies poses a threat to other road users and to the condition of city roads. Transportation of soil, construction debris, bricks, bulk mixtures and wood waste without protective covering is prohibited. Partial covering is also considered absence of protection.
To prevent violations and bring offenders to account the “Strazh” system is used, the speaker reported: “Based on data obtained from the Strazh photo and video recording complex, the executive committee is implementing a set of measures to bring vehicle owners to administrative responsibility. Since the beginning of the year the city had one complex capable of recognizing offending trucks; from January 1 to September 19 it identified 198 violations, fines were imposed totalling 9,296,000 rubles.”
By order of the city’s mayor, Nail Magdeev, seven additional cargo monitoring complexes were installed. Digital technologies play an important role in city management, allowing quick identification and resolution of problems and increasing the efficiency of municipal services.
Nail Magdeev stressed that the importance of complying with cargo transportation rules has been reiterated many times: “Law-abiding drivers and citizens have nothing to fear. This concerns those who have been told repeatedly and to no avail. How can one not respect and not love their city? It has been said more than once that you cannot transport bulk cargo to or from a construction site without a tarpaulin. Everyone wants the city to be clean and tidy, but not everyone considers it their duty to comply with mandatory requirements.”
The innovative “Strazh” complex has also been installed at the municipal solid waste site in the Sidorovka settlement on Aleksandr Grin Street. The innovation enables automated recording of violations such as dumping prohibited waste and parking near containers, facilitating the holding of offenders accountable. In addition, district administrations and the administrative and technical inspection have been instructed to prevent the appearance of illegal dumps by responding immediately to any cases of waste appearing outside designated locations. During the ecological cleaning month special attention will be paid to strengthening supervision over compliance with standards for maintaining city territories.
Management companies regularly maintain adjacent residential areas: they clean lawns, collect leaves and trash, and care for trees and shrubs. In addition, mass Saturday and midweek cleanups are held, involving residents, representatives of local self-government bodies and educational institutions. Territorial public self-government activists, schoolchildren, enterprise employees, educational institution staff and local authorities’ representatives take part in improvement and sanitary cleaning.
On September 27 and October 4, teams from city organizations and executive committee employees planted 750 trees in the Culture and Recreation Park of the HPP settlement, near the Olympiysky sports complex, on Batenchuk Street and Yashlek Avenue. Initiative groups held the “Clean Shore” campaign and cleaned Pribrezhny Park. Educational institutions joined forces to clean Shishkinsky Boulevard, Victory Park and Yunykh Lenintsev Boulevards. Kindergarten staff also participated in the ecological initiative, organizing cleanups and planting saplings.
The citywide cleanup scheduled for October 11 is intended to involve the maximum number of citizens in maintaining cleanliness and greening their hometown. At the end of his report Ruslan Vildanov urged everyone to take an active part in the improvement, greening and cleaning of the city, stressing that only through joint efforts is it possible to keep our city orderly and clean. Nail Magdeev said it is important to show initiative, care about the cleanliness of streets, parks and courtyards, plant trees and care for green spaces — every contribution matters, because it is joint efforts that make the city more comfortable and attractive to live in: “Mass participation (in cleanups) and tree planting are traditionally held in our city. Everyone has the opportunity to put their soul and heart into the improvement of our city. It is always pleasant to see the results of your labor, and many thousands of Naberezhnye Chelny residents do such good deeds.”
