      The Kazan Traffic Police asked the city executive committee to restrict the movement of heavy vehicles in the city center. This was announced today at a briefing by the head of the Kazan Traffic Police, Mikhail Savin.

      "An important aspect of ensuring road safety, especially in the autumn-winter period, is trucks parked along roads and in residential areas. The problem of trucks and buses parked along the roads is very relevant for our city," the head of the Kazan Traffic Police said.

      He reminded that part 2 of Article 20 of the Federal Law "On Road Traffic Safety" provides for the obligation of legal entities and individual entrepreneurs who carry out passenger and cargo transportation to park large vehicles in special parking lots.

      "However, drivers of these vehicles try to park as close as possible to their place of residence, often ignoring traffic signs and markings prohibiting stopping, leaving them for extended periods. Each such truck or bus carries a potential threat of a serious road accident," Mikhail Savin noted.

      In the first nine months of last year two people died in accidents involving heavy vehicles; in the first nine months of this year — already five, he cited the data.

      "Probably we could have saved these people if there had been some restriction on heavy vehicle traffic on the inner ring, on the outer ring. The Traffic Police made an initiative to the executive committee: it's time for us to implement a mechanism to restrict heavy vehicle movement in the city center, as in other cities. For example, in Moscow huge tractor-trailers do not move around the city, but 3.5-ton or five-ton vehicles, which are much smaller. We understand that one tractor-trailer takes up as much road space as six to eight passenger cars," the head of the Kazan Traffic Police said.

      Multiton trucks create blind spots on the road, and pedestrians who end up in them find themselves in mortal danger; they are a cause of traffic jams and many other problems, Mikhail Savin emphasized.

      "This year in Kazan there have been almost three thousand accidents involving heavy vehicles with material damage," he provided the data.
