Rustam Minnikhanov, Head of the Republic of Tatarstan, in his annual address to the State Council of the republic, outlined a program for the development of information technologies and the digital transformation of the region.

      Tatarstan confidently retains its status as one of Russia’s leading centers of technological development. Today, in his address, the Rais of the Republic of Tatarstan emphasized the continuity of the strategic course toward digitalization, outlining new large-scale goals through 2030.

      From foundation to breakthrough

      If last year’s address spoke of creating a “powerful foundation for technological leadership,” this year the emphasis was on a qualitative leap forward. “The President of the country has set a strategic task for the accelerated development of domestic digital solutions that should become the basis for the transformation of all sectors,” noted Rustam Minnikhanov. A new program of breakthrough IT solutions aimed at implementing this task has been launched in the republic. Special attention will be paid to digitalization projects in the social sphere — healthcare and education, where, as noted in last year’s address, a unified digital framework and educational platforms have already been created.

      Artificial intelligence and robotics — growth drivers

      Artificial intelligence and robotics are becoming the key directions of Tatarstan’s technological breakthrough. “It is necessary to participate as fully as possible in the relevant federal and republican projects and support measures, and to introduce elements of artificial intelligence and robotics at industrial enterprises. By 2030 the number of industrial robots in the republic should increase fourfold,” said Rustam Nurgaliyevich. A significant achievement was the launch of the republican artificial intelligence platform “GosPrompt.” This year an intelligent assistant capable of handling routine tasks will begin working for teachers, confirming the course toward digitalizing education set the year before.

      Expanding IT infrastructure

      Rustam Nurgaliyevich set the task of expanding IT sites in the districts: there are currently 24 municipal IT parks, with an ambitious plan to increase their number to 40 by 2030. “Today there are 24 municipal IT parks operating in Tatarstan. By 2030 we plan to increase their number to 40, creating points of growth for the digital economy in all districts of the republic,” emphasized the Rais of the Republic. The IT parks have been tasked with increasing the number of residents to one thousand by 2030.

      Digital equality and accessibility

      Over the past five years the republic has carried out large-scale work to ensure access to high-speed internet. The coverage rate has risen from 83% to 97%. More than 3,500 socially significant facilities and over a thousand villages have gained access. This year another 176 rural localities will be connected to high-speed internet.

      Personnel and education

      Rustam Minnikhanov emphasized that staffing is a strategic task both for the state and for employers. Tatarstan is betting on technological entrepreneurship. Within the framework of the “Platform for University Technological Entrepreneurship” project and the “Student Startup” competition, 1,079 winners from the republic received grants of 1 million rubles each. “These are the future personnel for the new, innovative economy,” the Rais noted, also stressing the need to introduce IT disciplines into educational programs at all levels.

      The path to technological sovereignty

      Comparing the 2024 and 2025 addresses, one can see how the republic is moving from building basic infrastructure and digitalizing public services to a comprehensive technological breakthrough encompassing all areas of the economy and public life. As Ilya Nachvin, Minister of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan, noted following Rustam Nurgaliyevich’s address:

      “The address of Rustam Nurgaliyevich set a powerful and clear vector for the digital transformation of our republic. We are not merely continuing, but actively accelerating the implementation of the breakthrough IT solutions program planned through 2030, with a focus on the social sphere — healthcare, education and a comfortable environment for every resident.

      A special priority is given to the development of our own artificial intelligence platform ‘GosPrompt,’ which will become the intellectual core for delivering a new generation of public services.

      At the same time, we are carrying out large-scale work to expand infrastructure: today 24 municipal IT parks are successfully operating in the republic, and by 2030 their number will be increased to 40, creating points of technological growth across Tatarstan.

      The most important task is ensuring digital equality. Already by the end of this year high-speed internet will reach 176 small settlements, giving the residents of 176 villages equal access to digital services, education and opportunities.

      The implementation of these projects within the national project ‘Data Economy’ is our contribution to the republic’s technological leadership and the wellbeing of its residents.”

      Tatarstan is consistently implementing a strategy that will allow it not only to become a center of IT competence but to remain a leading region in artificial intelligence, robotics and innovative manufacturing, making a significant contribution to Russia’s technological sovereignty.
