      Answered by Acting Head of the Department of State Registration of Real Estate Svetlana Potapova:

      - I have a problem: it turned out that we do not have a document of ownership for the apartment. Either it never existed, or we never received it… Is it possible to restore it?

      - If the apartment was privatized on the basis of an agreement on the transfer of a residential premise into ownership and such an agreement was concluded before 2000, then a duplicate of this agreement can be obtained from the BTI at the location of the real estate object. If the apartment is located in Kazan, a duplicate of the privatization agreement can be obtained at the BTI at the following address: Kazan, 8 Parizhskoy Kommuny St.

      If the agreement was concluded from 2000 onward, and the application and the privatization agreement were submitted for state registration of rights to the Rosreestr of Tatarstan (formerly the Registration Chamber), then a copy of the privatization agreement can be obtained by applying to any MFC with a passport. MFC staff will prepare a request, and the result of such a request will be either the provision of a copy of the privatization agreement or a reasoned refusal. Obtaining a duplicate of the title document is carried out on a paid basis.

      If privatization was not carried out (i.e., no privatization agreement was concluded between the local government body and you), then to privatize (conclude a privatization agreement for) the apartment you must apply to the Executive Committee at the location of the real estate object. If the apartment is located in Kazan, you should contact the Department of Housing Policy of the Executive Committee of the Kazan Municipal District (4 Mislavskogo St.), where you will be provided with information on the procedure, timeframes and required documents for privatizing the apartment.

      If the title document to the ownership right was a sale, exchange or gift agreement concluded before 2000, then a duplicate of the agreement can be obtained from the notary who certified such an agreement.

      If the title document was a certificate of payment of a share, a duplicate of such a certificate can be obtained from the chairperson of the housing construction cooperative.

      As noted above, if all the specified documents were concluded or issued after 2000 and were submitted to the registering authority, then copies of such documents can be obtained by applying to an MFC.

      If a paper certificate of registration of ownership is lost, you must order an extract from the Unified State Register of Real Estate (EGRN) on the rights to the real estate object.
